transitionalperiod,priortotheimpositionoftheban,wasinsuf-
ficienttoallowthecompaniesconcernedtoadjusttothenew
circumstances.

Internationalenvironmentallawisacollectionofinternationalle-
galregulationsandinstitutionscreatedbytheinternationalcom-
munitywhichserve,directlyorindirectly,toprotecttheenviron-
ment.Theaimistocreateconsensualsolutionswhichcombine
theprincipleofstatesovereignty,sofundamentalininternational
law,withthenecessitytousethesharedenvironmentandtoem-
bracesocialandeconomicdevelopment.Thelawencompasses
notonlynormsregulatingpollutionandotherenvironmentally
harmfulactivitiesbutalsoanynormsaimedatpreventing,reduc-
ingorcounteractingenvironmentalthreats.
Thedevelopmentofinternationalenvironmentallawcanbedi-
videdintotwostages.Thefirst,followingthe1972Stockholm
ConferenceontheHumanEnvironmentorganisedontheini-
tiativeoftheUN,laidout26principlesonaccesstoanduseof
theenvironment.Thesecond,aftertheUNConferenceonEnvi-
ronmentandDevelopmentinRiodeJaneiro(1992),setdown
27principlesregardingsustainabledevelopmentanddeclared
inPrinciple3withreferencetosustainabledevelopmentthat
theHrighttodevelopmentmustbefulfilledsoastoequitably
meetdevelopmentalandenvironmentalneedsofpresentand
futuregenerations”

Despiteariseinthenumberofinternationalconventionstoreg-
ulatevariousaspectsoflife,and70yearsaftertheestablishment
oftheUnitedNations,internationallawisnotalwayseńective,as
exemplifiedbythewarinIraq,theSyrianrefugeecrisisorcon-
tinuingenvironmentaldisasterssuchasthePrestigeoiltanker
