Abstract
TischapteranalysesthenewrequirementscurrentlyproposedintheUSAforbothteacher
preparationandevaluation.ItpresentsquestionsposedbyresearchersinquiringuWhoshould
teachteachers?Whereandhow?”anduWhataretheelementsthattheteachers’prepara-
tionprogramevaluationshouldbebasedon?”
.Terearefourproposedindicators:learning
outcomes,employmentoutcomes,surveyoutcomesandaccreditation.Teywillbeusedfor
ratingprogramsandwillbeincludedintheinstitutionalreportcard-whichraisedmanycon-
cerns.Temostcriticizedelementisusingtest-basedaccountabilityasthemajorinstrument
forteacherevaluation.Teproposalmadebyresearchersasthemostefcientmethodof
improvingteacher’sperformanceisnotmultipleevaluations,butratherprofessionaldevel-
opmentinitiativessuchas:thecreationoflearningcommunitiesthatpromotesworkingin
collaboration,determiningstudents’needsandapplyingresearchfindingsintopractice.
