Theprimaryresearchaimedtoevaluatetheperceivedinvestmentattractive-

nessoftheSilesianVoivodship.Theopinionsaboutthisissuewerecollected

amongagroupofexperts,businesspeople,academicsandrepresentativesof

publicadministrationauthorities.Thedirectresearchwasconductedusingan

onlinesurvey,anaudiencesurveyandanin-depthinterviewmethods.

TheresearchprojecthasitsreferencetotheassumptionsofEUPriority7.It

isparticularlyconnectedwithastrategicgoalwhichtheEuropeanCouncilestab-

lishedinMarch,2000inLisbon,i.e.thetransformationoftheEUintoamore

competitiveanddynamicknowledge-basedeconomy,abletomaintainasus-

tainableeconomicgrowth,createabiggernumberofbetterjobsandensureabetter

socialcoherenceaswellaswiththeStrategyEurope2020adoptedin2010.

Theresearchassumptionsarealsoclearlyconnectedwiththegoalsofthe

DevelopmentStrategyfortheSilesianVoivodshipfortheyearsof2000-2020.

Thisrefers,firstofall,totheeconomicdimension(buildingadiversifiedand

innovativeeconomy)andthesocialdimension(education,openness,identity,

competence).Theaimsoftheprojectsoverlap,inparticular,withthethirddirec-

tionofactions,i.e.improvementinaregion’sinvestmentattractiveness.This

mayleadtoamoremoderneconomy,thetransferoftechnologiesandthegrowth

ofcooperatingcompanies.Atthesametime,asaresultofsynergy,newjobs

willbecreatedandtheregion’scompetitivepositionwillbeimproved.

Theobjectivesoftheresearchdeterminethestructureofthebook.Itcon-

tainsanintroduction,fourchapters,aconclusionandanannex.Thefirstchapter

givesatheoreticalandmethodicalbackgroundandthefollowingthreechapters

areempirical.

ChapterOnepresentsthenotionofaregion’sinvestmentattractiveness,

comparedtotheregion’scompetitiveness.Thischapterpresentsmethodical

backgroundforevaluatingregion’sinvestmentattractiveness.Itdiscussesthe

approachadoptedinthisresearch,reviewsthestudiesoninvestmentattractive-

nessofregionsconductedsofar,describesthebasicsourcesofinformationused

intheresearch,theresearchprocessandtheresearchsample.Thischapteralso

dealswiththebasiclimitationsfacedwhenconductingtheresearchintothe

investmentattractivenessoftheSilesianVoivodship.

ChapterTwocontainstheresultsofamulti-dimensionalcomparativeanaly-

sisaimedatsequencingthePolishvoivodshipsintermsoftheirinvestmentat-

tractiveness.Theanalysiswascarriedoutusingthesyntheticmeasureofdevel-

opment,proposedbyZ.Hellwig.Thevoivodshipswerecomparedintencatego-
