HereIshallattempttoshowhowKant’sdiscussionofindependence,andthecontrastit
affordswithHobbes’sviewofthesubjectinsociety,bringstolightsomeofthemost
novelandsignificantaspectsofKant’spoliticaltheory.JustasHobbes’sthinkingrepre-
sentedanegativechallengetoKantindevelopinghisownunderstandingofmodernciti-
zenshipsoRousseau’spoliticalphilosophyrepresentedapositivechallenge.

Hobbeswantedtoolittlepublicparticipationintheformationoflawsandstatepolicy,
whereaswithRousseauKantbelievedthedemandforparticipationandpopularsover-
eigntywenttoofar.IfanythingKantismoresympathetictoRousseau’sdemandsforpub-
licinvolvementandcontrol,ascanbeseenbytheextenttowhichKantattemptstointe-
gratetheideaofthegeneralwillintohispoliticalphilosophy,butKantbaulksattheno-
tionofanabsolutelyauthoritativegeneralwillcommandingthesocietyfromthebottom
up.ThepeopleshouldforKantseethemselvesasplayingapartintheformationofthe
overalldirectionoftheirsocietybuttheycannotseethemselves(assomereadingsof
Rousseau’spoliticalphilosophymightimply)asalwayshavingthelastsay.Kantisdrawn
stronglytoRousseau’sunderstandingofthesocialcontractbuthedoesnotdiscarden-
tirelyHobbes’saccountoftheemergenceofthesocialcovenant.

Theauthorityofthesocietyasawholehastobeembodiedintheofficeofaruler
whoseinstructionscannotberesisted.CitizenshipforKantinvolvesareciprocalrelation-
shipbetweenauthorityandfreedom.Freedomimpliesthepossibilityofcoercionbutitis
acoercionthatwerespectasemanatingfromourownwills.Humanbeingscannotrule
