importantscientificeventtookplace.ItwastheHistorians-CaucasologistsFo-
rum(October14th-15th,2014),duringwhichtheCharterofHistorian-Cauca-
sologistwasadoptedandaconsultativegrouphavingatasktodevelopaHis-
torian’sCodeofEthicschairedbyProfessorV
.Chernouswascreated.
Thementionedeventsinfluencedtheconceptualizationandrealizationof
thefollowningscientificproject.Whatismore,amongtheCongressorgan-
izerswereourpartnersfromRostovSchoolofElitology,whowecooperate
with.Thissituationcreatedfavorableconditionsforpresentationofthemost
recentRussianresearchonthetransformationofthepoliticalelitesofthe
CaucasustotheReadersinourpartofEurope.
WeshouldemphasizethatRostovCenter,whichisstillnotverywell-
knowninourcountry,occupiesanimportantplaceonthescientificmapof
Russiaandplaysaleadingroleinthefieldofresearchoftheelitesofthe
NorthCaucasus.Thisiswhyscientificachievementsofthecenterarepre-
sentedwithinthefollowingproject.
Atthetimeoftherealizationoftheresearchproject,theNorthCaucasus,
howeverabitovershadowedbydramaticeventsinUkraine,pulsatedwith
politicallife,whiletheprocessesoccurringintheregionessentiallyrectified
thegovernancesystemsandmechanismsofelitefunctioninginthenational
republics.
Whatisimportant,theseprocessespositivelyverifythediagnosticand
prognosticvaluesofresearchonelitesoftheregion,whichwereimplemented
in2011-2012andpresentedinthealreadydescribedvolumes.Theyreveal
thatintheNorthCaucasuscumulatethesystemicproblemsofthefederal
state,althoughthissystemwasasubjecttosignificantrevisionsin2013-2014,
andtheresomeprogresshasbeenmadeintheregion(includingthesecu-
ritysphere).Theadjustmentsincluded,amongothers,themanagementand
decision-makingsystem,aswellasmechanismsofrecruitment,functioning
andcontroloftheeliteoftherepublics.Infact,thementionedadjustment,
sometimesreferredtometaphoricallyas„institutionalandcadrerevolution“,
acceleratetheprocessesofde-federalization,unificationandcentralizationof
themanagementsystem,whichwereinitiatedearlier.Inthiscontext,there-
centdecisionoftheKremlintoappointanewstructure-theMinistryofthe
RussianFederationforSocialandEconomicDevelopmentoftheNorthCau-
casusFederalArea-andthepersonalrotationsassociatedwithit,werepar-
ticularilyimportant.Theseactions,variouslyevaluatedintheNorthCaucasus,
