Themostgeneralaimofthepublicationistopresentacomprehensive

analysisofthepoliticalgoalsandlegalfoundationsofthefunctioningofthe

flagshipspaceprogrammesimplementedbytheEuropeanUnion(EU)and

theEuropeanSpaceAgency(ESA)intheframeworkoftheEuropeanSpace

Policy.In2007,EuropeanCommissionVice-PresidentGünterVerheugen

said:“WithouttheEuropeanSpacePolicy,Europecouldbecomeirrelevant.

(…)Moreover,spacehasalwaysbeenasourceofinspirationwhichhelps

peopletothinkoutsideandbeyondthelimitsandtoinnovate.”

Oneof

theobjectivesoftheEUistobecomeaspaceserviceproviderratherthan

simplyitsbeneficiary.AprominentplaceinthefieldoftheEuropeanSpace

PolicyistakenbytheEuropeansystemsofsatellitenavigationGalileoand

EGNOS.Theessenceofthemodernstateandsocietyisaccesstosatellite

andspacetechnologiesandthepossibilityofusingtheminpractice.Ever

morestatesandinternationalorganizationsarestartingtoappreciatethe

strategicvalueofspaceactivities.Satellitenavigationisusedinnumerous

aspectsofeverydaylife:transport,surveying,agriculture,scientificresearch,

tourism.Satellitetransmissionsnotonlyenablethefunctioningoftelephone

connections,financialtransactionsandelectroenergeticnetworks,butalso

facilitatelocatingandtrackingpeopleandgoods.

Itisimportanttospecify,order,andanalyzethevariousaspectscomprising

theeffectiveoperationofEuropeansatellitenavigationsystemsandtheir

optimaluseintheEU.Theseinclude,amongothers,thesecurityofnavi-

gationalsystems,environmentprotection(theinfluenceofman-madespace

objectsand/ordebris),humanrights(withparticularregardtotherightto

privacy),thepoliciesofEUMemberStatestowardsEuropeansatellite

navigationsystems,thecooperationbetweentheEUandtheESAaswell

asseveralstatesondifferentcontinents.
