Inthissituation,itmightbenecessarytorethinktheveryconceptof
technocracy.Perhapsitshouldnotbeconcernedwiththegrowth
ofinformationnoreventhefearsoftechnology,norshoulditcon-
demnnorworshipitbyengaginginitstotalcriticismoritsuncondi-
tionalapology.Aboveall,itshouldperhapsaddressthequestionof
whatpoliticalformisusheredinthetimeofbio-techno-capitalism.
Or,betteryet,itshouldaddresstheveryconsequenceofmergingthe
threeterms,namely,thatofutime”,utechnique”,andudemocracy”
(upolitics”).Giventheaboveconcerns,itmightbeworthwhileto
rethinktheveryconceptofutechnocracy”foritmightrenderthe
termutechnocracy”competitivetowardsthetermutechno-utopia”.
Whatisutechnocracy”?Isitaformofgovernment?Isitapolit-
icalsystem?Istechnocracyapoliticalorganizationatall?Should
technocracybeincludedinsomeotherformsofgovernment,suchas
democracy,aristocracy,monarchy,arepublic,ordespotia?Istechnoc-
racy,inMaxWeber’sterminology,theupureform”ofthelegalpower
opposingcharismaticortraditionalpower?Whatisthemandateof
technocracytopower?Arewelivingtodaynotsomuchincamps,
oligarchies,ordemocracies,aswearelivingintechnocracies,and
themodernformofdigitalcapitalismhastakentheformofimperi-
oustechno-capitalism?Whatistechno-capitalismdoingtous?And
wouldthefactoflifeinthedigitalageexplainthekeypositionof
technologyinourmodernthinking?
