Accordingtotheeco-developmentprinciple,alocaldevelopmentstrategy
shoulddefinethestrategicobjectivesandgoalstostimulatethetown’ssocio-
-economicdevelopmenttofollowacoursethatwouldnotcurbenvironmental
resources.Eco-developmentisaspecificphilosophyofdevelopment-aparadigm
ofsustainabledevelopment-wherethelevelofeconomicuseofenvironmental
resourcesisdeterminedbythecapacityofkeepingtheminaconditiontoguarantee
ecologicalsafetyforpresentandfuturegenerations.Sustainabledevelopmentcannot
beconsideredidenticaltoecologyorenvironmentprotectioninitsstrictsense.Inthe
practiceofstrategicplanningatlocallevel,keepingtheeco-developmentprinciple
comesdowntointegratingthethreeaspectsofsustainability:eco-spatial,social,
andeconomic.Firstly,thismeansthataccordingtotheeco-developmentprinciple,
economicactivitycarriedoutinanareaofhighnaturalvaluecannotposeasignificant
threattothelocalecosystem.Ifthisisthecase,thelocaldevelopmentstrategymust
guaranteetheharmonisationofcurrentandprospectivenature-relatedvaluesand
benefitswiththesocio-economicones.Secondly,theprinciplestatesthatitisjust
thosenaturalvaluesandbenefitsthatshouldbesignificantdeterminantsofthelocal
development.Thismeansthatthefullutilisationofthenaturalcharacteristicsand
valuesofthelocalecosystemshouldmakeabasiccriterioninselectingthestrategic
objectivesandgoalsincludedinatown’sdevelopmentstrategy.
GminaisacomponentofthesystemofpublicadministrationinPoland.Within
thesystem,otheradministrativeunitsalsopreparedevelopmentstrategiesandthe
resultantprogrammesofanoperationalnature.Thecoherenceprincipleenforces
cohesionbetweentheprovisionsoflocaldevelopmentstrategyandtheplanning
documentsdrawnupatthelevelsofdistrict,region,stateandEuropeanUnion.In
particular,thestrategymustbecoherentwiththefollowingdocuments:regional
developmentstrategy,provincialplanofareamanagement,provincialprogramme
forsustainabledevelopmentandenvironmentprotection,operationalprogramme
forregionaldevelopment,nationaldevelopmentprogramme,basisforcommunity
support,andotherplanningdocumentsmadeinaccordancewiththeprogramming
principleoftheEuropeanpolicyforregionaldevelopment.Maintainingtheprinciple
ofplanningdocuments’compatibilityisaprerequisiteofthetown’s(gmina’s)
inclusionintheregional,nationalandEuropeandevelopmentprogrammes.
Theabove-discusseddefinitionofstrategicplanningoftheurbannetwork,the
functionsofstrategicplanningandtheprinciplesofdesigningalocaldevelopment
strategytoalargeextentdeterminetheorganisationandprocedureofpreparing
thatplanningdocument.AsshowninFigure1,theprocedureofdesigningalocal
developmentstrategyforatown(gmina)canbedividedintofourstages.The
objectiveofthefirstofthemisgettingvariouscirclesofthelocalcommunity
interestedincollaborationindefiningthedevelopmentalperspectiveoftheir
town,aswellasinthecreationofaninstitutionalframeworktoenableapplying
theformulaofcollaborativeplanning.Thepresentedprocedureofdesigningalocal
developmentstrategyrequirestheintegrationofprofessionalandmethodological
