TheanalysisofEuropeaneconomies’intheninetiesshowedthat

innovationisaresultofcomplexinteractionbetweendifferentmarketplayers

andinstitutions.Technologicalchangedoesnottakeplacelinearlybutasresult

offeedbackreceivedfromanintegratedsystem,withbusinessesinitscentre,

withrespecttotheorganizationofproduction,innovationandmeansof

collectionoftheexternalsourcesofknowledge.

Evolutionoftheapproachtoinnovationhasrecentlyprovedthattransferof

mechanismstriggeringinnovationtotheregionsisindispensable.Thiswas

introducedbytherisingroleofSMEswhoarethecreatorsoftechnological

progressandinnovationandwhousetheirowncompetencesinthese

processes.Transfertotheregionallevelwasthuscausedbytheterritorial

relationshipsbetweenbusinessesandtheirenvironment.Thereasonforthisis

territorialproximitybutalsomutualtrustandconfidencethatpartnersshareas

resultofcommonsetofvaluesandculturalsimilarities.Theregionallevelhas

thusbecomecrucialforthedevelopmentofmechanismssupportingthe

evolutionofinnovation.Thesamelevelhasalsoinitiatedprojectsaimingat

thecreationofastrategicapproachtoinnovationaswellasatthecreationof

regionalinnovationstrategies.

ThepurposeoftheRegionalInnovationStrategy–RISistosupport

regionalauthoritiesandregionaldevelopmentorganizationswithinregions.

Thestrategyisbuiltonthebasisoftheanalysesoftechnologicalneeds,

capacityandpotentialoftheresearchsector,businesseswithregardto

management,financing,training,organizationandtechnology.Thestrategy

shoulddefinedirectionsofinnovationpolicyandmeansofoptimisationofthe

regionalinfrastructurethatsupportsinnovationespeciallywithregardtoits

coherencewiththesmallandmediumenterprises’needs.

RegionalInnovationStrategiesplayakeyroleinbuildingregional

systemsofinnovationandinbuildinginnovationregionsduetothefactthat

theypromoteintegrationofsocialandeconomicenvironmentsoftheregion

thatfocusesoninnovation.Theyareatoolofsupportingendogenous

determinantsofinnovationgrowthofregionsandfacilitatetheuseof

structuralfunds,whichmaybeobtainedforprojects,whichontheotherhand

havebeenmentionedasnecessaryintheRegionalInnovationStrategies.They

strengthenregionalcompetitivenessandimprovecompetencesofthehuman

resourcesbytighteningrelationsbetweenbusinessesandtheresearchand

developmentsector,whichmeansthattheyensuredevelopmentofeconomic

andscientificnetworks.
