Georgia’sstabilityanditsdesiresforWesternintegration.Byusingthisstrategy,
Russiahasinstigatedconflictwiththecountrywithoutusingexplicitmilitarymight.
TehybridwarfarethattheKremlinusestodayis,inasense,fargreaterandef-
fectivethanwhatthecommunistpartypursuedduringtheColdWar.Teexist-
enceoftheinternet,cablenews,socialmediaandthegeneralspreadoftheRus-
sianlanguagehasenabledRussiatooperateextensivelywithinGeorgia.Russia’s
influencehasalsobeenstrengthenedduetothefactthatitstacticsarelessideo-
logicallydriventhanduringtheSovietera.
TeGeorgianstateneedstodevelopalong-termstrategytofighthybridwarfare
andnotjustinrelationtoMoscow.Measurestocounterthisnewformofconflict
shouldincludeallocatingmoreresourcestostateintelligence,aswellassupport-
ingtransparencyandanticorruptioneńorts.Indeed,corruptiongenerallyallows
fortheinflowofdubiousforeignmoney.
SofarGeorgiahasshownsomeresiliencetoRussia’shybridwarfarestrategy.
Nevertheless,thecountry’sdomesticeconomywillremainespeciallyvulnerable
toRussianinterferenceinthefuture.
