Itstressedtheprotectionofhumanrights,grantingpoliticalandcivilrightsand
fosteringtheenhancementoflocaleconomiesalongneoliberallines.
WithrespecttoRussia,severalcommentators,suchasMarleneLaruelleand
AlexanderCooley,haveputintoquestiontheinfluencethatitcanprojectinthe
region.YetRussiaisstillabletocreateleverageontheCentralAsianstates,with
whichitretainsconsiderabletiesespeciallyintheeconomic,securityandcultural
domains.Intermsofrules,Russiaseemstofavouramixofmultilateralismand
bilateralism,withtheformerexemplifiedbytheoperationoftheCSTOinthe
