Sustainableandcontinuouseffortsofacademicinstitutionstorecruitinterna-
tionalstudentsarenecessary,aswellarehigh-leveleducationprogrammesand
betterandprofessionalisedsupportmechanismsforinternationalstudents,since
studentchoicesforstudydestinationsaremainlyinfluencedontheaddedvalue
ofstudyingabroadinaparticularcountry/ataspecificinstitutionperceivedby
eachpersonindividually.
Nationswillhavetomaketheirdecisionabouttheirfuturestandingandattrac-
tivenessintheinternationalacademicarena:Internationalstudentrecruitment
willthenbemosteffectivewhenthereisatthenationallevelafocusedinter-
nationalstudentrecruitmentstrategythatissynchronisedwiththenation’sfor-
eigneconomicandculturalpoliciesandconsistentlyfollowedoveralongerpe-
riodoftime.
1.Internationalstudentdecisionmakingtheoreticalbackground
Studentshavedifferentreasonstochooseaparticularstudycourseprogrammeand
studylocation(country,regionorcity).Tobetterunderstandthemotivationsof
thesestudentsanddevelopmoreeffectiverecruitmentpolicies,itisessentialfor
universitiestoanalysehowstudentsmaketheirdecisionaboutapotentialstudy
locationandcourseprogramme,andwhichfactorsledthemtomaketheirchoice.
Withrespecttothechoiceoflocation,theacademicliteraturemainlytalksabout
the“push”and“pull”factors.Thesefactorscanapplyatthelevelofindividual
students,butcanalsoberelatedtohigherlevelssuchascharacteristicsandpol-
icymeasuresofcities,regions,countriesorindeedcontinentsorsupranational
organisations(e.g.theEuropeanUnionandtheEuropeanHigherEducation
Area).Giventhegrowinginternationalcompetitionbetweencountriesforhigh-
qualitystudents,ithasbecomeincreasinglyimportanttogainabetterunder-
standingoffactorsatthehigherlevelthatinfluencenationalandinternational
policiesandpolicycontexts.However,intermsofstudychoices,researchin
Germanyhaslargelyfocusedondomesticstudentsonly.Hence,theavailable
literatureonhowinternationalstudentsarriveattheirdecisionsonstudydestina-
tions,andonthefactorsthatinfluencethosedecisions,islimited.
