Abstract:ThehistoryofGreeklibrariescanbedividedinto3phases.Thefirstphase,
lastinguntil1994,wasthelongest.Itwascharacterizedbytraditionalorganization,
poorservices,understaffing,shortageoflicensedlibrariansandlowsocialstatus.
EuropeanexchangeprogrammestogetherwiththeEUfinancing,broughtmostGreek
librariesintotheir2ndphase(1995-2009),whichwascharacterizedbymoderniza-
tion,automation,innovation,internationalizationandqualifiedpersonnel.Thisphase
lastedlessthan2decades,yet,itseffectswerespectacularforanumberoflibraries.
ThesewerethelibrariesfundedbythegovernmentandtheEU,whichimplemented
strategicprogrammesofdevelopment.Theythrived.However,facedwitheconomic
problems,organizations,includinglibraries,wereobligedtoreducethenumberof
theiremployeesandcutbudgets.ForthelastfiveyearsGreeklibrarieshavebeen
undergoingtheir3rd,unpredictablephase,duringwhichtheirachievementsmaybe
lostduetothelackoffundsandstaffredundancies.Thispaperfocusesonthe2nd
phaseofdevelopment.Atpresent,librarieshaveonlytwoalternativeoptions:further
improvementordeterioration.

Introduction
ThepurposeofthearticleistodescribethesituationofGreek
libraries,theirdevelopmentandtoday’sdeclinebroughtaboutbutthe
country’sworseningeconomicconditions.Althoughinthepastfew
years,thelibrarieswereundergoingaphaseofrapiddevelopment,
thestatebudgetcutsalsohitthelibraries.Currently,inadequatere-
sources(includingdatabasesandhumanresources)poseaproblemfor
alllibrariesinGreece.Thispaperisaneffectofongoingdiscussion
