studied,withaparticularfocusonthosewhichmaygeneratethegreatestloss.Withinthe
bankingoperationalriskmanagementsystem,oftheprincipalimportanceistodeterminethe
rightriskmanagementstructurewithparticularattentionpaidtodecision-makingcompetence
atproperlevels,operationallossidentificationandassessmentproceduresandtothesystem
offilingandcirculationofinformationbetweentheproperdecisionlevels.
Thesecondsub-aimofthepublicationistoindicatetheusefulnessof
operationalisationoftheintegratedmeasurementoperationalriskmodelofcapitaladequacy
bymeansofoneoftheadvancedapproaches(AdvancedMeasurmentApproaches,AMA),
usingthemodelsoflossdistribution(LossDistributionApproach,LDA).
Inthisbooktheauthorstatesthethesisthatwhatinfluencesthevolumeoftheinternal
operationalriskcapitalwhosecomponentisthebusinesscapitalofthebank,aretwo
interrelatedfactors:theadoptedoperationalriskmanagementsystemandthemethodsof
assessingtheoperationalriskcapitalrequirement.
Theworkverifiesthesupplementalhypothesisthattheapplicationofadvanced
methodsofassessingoperationalriskcapitalrequirementinthebankprotectsthebankfrom
theeffectsofoperationalriskatthelowestcapitalexpenditureexpressedbythevalueatrisk.
Thestructureoftheworkfollowsthedefinedresearchpurposesandhypotheses.
ChapterIpresentstheconceptofoperationalriskagainsttheexistingconceptsof
businessandfinancialrisk.Theauthorattemptedtoidentifythedefinitionofoperationalrisk
inabankinginstitution,differentfromotherbusinessactivities.Thebasicoperationalrisk
factorswerepresentedaswellastheirclassificationusedinmanagement,including
operationalriskexposureindicator.Theeffectsofunderestimatingthisriskwereassessedon
thebasisofexamplesofspectacularlosses,andevenbankruptciesoffinancialinstitutionsand
bankscausedbyoperationalriskloss.
ChapterIIpresentstheroleofoperationalriskanditseffectsoncontemporary
financialmarkets.Theriskfactorsinthefinancialmarketwereanalysed,withemphasison
theroleofsystemicandoperationalrisk.Thesystemicriskandtheoperationalriskare
blamedforthelastcrisisinthebankingsector.Theroleofthearousedappetiteforriskand
itsimpactontheglobalbankingcrisiswereemphasised.Thiscrisismanifesteditself,e.g.,by
aconsiderablenumberofbankmergersandtakeoversinEurope,bothnationallyand
internationally.Theeffectsofoperationalriskinthecontemporarybankingsectorhadan
impactonthethreattothestabilityofnotonlynationalfinancialmarkets,butalsoofthe
entireworldfinancialsystem.
ChapterIIIwasdevotedtoindicatingandassessingthemainregulatorysourcesof
operationalriskinafinancialinstitution,issuedbysupervisoryandopinion-making
organisationsworldwide,ontheEuropeanandthenationallevel.Theauthorindicatedtherole
ofregulationsandopinionsmadeatthegloballevelbytheBaselCommittee(BaselI,Basel
II,BaselIII),theregulationsissuedbytheEuropeanParliamentandtheCouncilofEurope
(Directives,CAD/CRDI,CRDII,CRDIII,CRDIV)andPolishregulations(ResolutionNo.
76/2010KNF-PolishFinancialSupervisionAuthority,RecommendationM).
National
banks,obligedtorespectthem,preparedtheirownoperationalriskmanagementsystemsand
internalrisk-preventionstrategies.Forthispurpose,banksissuedtheirowninternalregulatory
actsintheformofinstructionsandorders.Theyarethesubjectmatterofresearchand
analysesdescribedinChapterV
.
Whereas,ChapterIVpresentsmethodsandmodelsofmeasuringoperationalriskin
bankinginstitutionsfromthepointofviewoftheaim,i.e.assessingthebankcapitaladequacy
atoperationalriskexposure.Thepublicationconcentratesonpresentingmethodsofcapital
allocationtocoveroperationalriskofthebank.Withthisaiminmind,theauthorpresented
