InthefirstchapterO.Lissowskidescribesthegeneralconceptsofpartnership
developedintheEuropeanUnionwithintheso-calledEuropeanSocialModel,
firstinlightofthemainstrategicdocuments(theLisbonStrategy,Europe2020
Strategy)andsubsequentlywithreferencetothebasicstructuralelementsofthe
model,suchasthefunctioningofEuropeanStructuralandInvestmentFunds,
socialdialogueandcivicdialoguewithcivilsocietyorganizations,aswellas
modelsofpublic-privatepartnershipandpublic-socialpartnershipintherendi-
tionofpublicservices.
InthesecondchapterT.Buksińskidiscussesinstitutionalmodelsofpartner-
shipwithintheframeworkoftheconstitutionalregulationsoftheEuropeanUn-
ionandPoland.Theauthoridentifiestwoidealtypesofcooperation–self-
interestedandaxiological,inwhichdecisionmakingisbasedonrationalargu-
mentation.Referringtospecificconstitutionalinstitutionalsolutionstheauthor
favoursthemodelofpartnershipdemocracy(republican),whichrelatestothe
principlesandmechanismsofaxiologicalorganizationratherthanthealternative
modelofthemajoritydemocracy.
InchapterthreeP.Kuberadiscussestheorigin,roleandfunctioningofthe
so-calledopencoordinationmethod,whichisaspecificmechanismofpartner-
shipcooperationbetweenEUbodies,memberstatesandotherorganizations,
primarilyintheareaoftraditionalsocialpolicyandemploymentpolicy.This
mechanism,whichisdescribedasthe“thirdway”betweenthetraditionalcom-
munitymethodofdecisionmakingintheEuropeanUnionandintergovernmen-
talnegotiations,includesagreatnumberofdetailedcoordinationinstrumentsof
decisionmakingprocesses.
InchapterfourL.Cichowskidiscussestheproblemsofpartnershipinthe
contextofinnovationandinnovationsupportpolicyintheEuropeanUnionand
inPoland.Itispresentlyoneofthepriorityareasofthepolicyofeconomicand
