1.Partnership
Inrecentyearstheword“partnership”,likenootherwordinthelanguageof
documentsanddebatesonthemodernizationofpoliticsandpublicgovernance
hasmadeagreatcareer.Themeaningsandfunctionsassignedtoitvary.Very
oftenitissimplyaninstrumental,revivedpoliticalcatchword.However,the
real-thingconceptsandmodelsofpartnershiparepresentingovernance,poli-
tics,sociology,law,ideology,andmorality.Itisnotpossibletoreconstructor
designauniformterminologicalconventionofpartnershipwithoutreferenceto
aclearlydefinedobjectiveandsituationalcontext.Therefore,itisbettertospeak
ofpartnerships(inplural).Thetextbelowreferstopartnershipcontextswhich
functionorwhichareimplementedwithintheinstitutionalstructuresoftheso-
calledEuropeanSocialModel(ESM)attheEuropeanlevelandpartlyinPo-
land1.

differentversionsofthewelfarestatedoctrine,althoughitsideologicalsourcesaremuchmore
complex.ThesocialproblemscoveredbyESMarenotuniformlydefined.Itsclassicalareain-
cludesproblemsofsocialpolicyandemployment.However,ESMcanbeunderstoodmorebroad-
lyasasocialdimensionofthesocialmodelofasocialmarketeconomyorevenasitssynonym.
