vidualstotheextentneededtoprotectsecurityofthestate,lifeorhealth
ofthecitizensandsimilarvaluesaddinguptoformtheKimportantpublic
interest”34,thecontentsofwhichtermshouldbedeterminedtakingintoac-
counttheacquiscommunautaire35.Anargumentisalsoraisedthatthebroad
formulationofthesubstantiveconditionfromArt.22oftheConstitution
mayfollowfromthepeculiarfeaturesofbusinessactivity,characteristicof
whicharethefactorsofinnovativeness,introductionofnewtechnologies,
newmeansandspheresinwhichbusinessactivityisrun36.Inaddition,the
regulationmaybestronglyinfluencedbyspecificfeaturesofbusinesslife,as
governedbytheuniversallawsofeconomics,thesameforacountry,region
andtheworldasawhole37.
