issuesofeconomiclife.Itisnotanapparatusseparatefromthestructure
ofpublicadministration,butafragmentofthelatterempoweredtotake
themeasurestheobjectofwhichistoexertinfluenceontheeconomyand
theindividuals/entitiesparticipatingintheeconomiclife.Distinguishing
theadministrativeagenciescompetentformattersofeconomywithinthe
entirestructureofpublicadministrationis,however,reasonableconsider-
ingthefactthatunderthefreemarketeconomysystemthestateissup-
posedtoinfluencetheareaofeconomyviarelevantpublicagencieswith
thetasksandpowersassignedtothem,empoweringtheagenciestotake
sovereignactsconcerningbusinesslife.meeconomicadministrationmay
bedividedintothatperformingeconomicfunctionsdirectlyandthatful-
fillingtheminanindirectmanner.medirecteconomicadministrationis
exercisedbytheCouncilofMinistersandrelevantministersaswellascen-
tralandlocalgovernmentagencies.meindirecteconomicadministration
isperformedbypublicorprivatelawentitiesfulfillingcertainfunctionsin
thefieldofeconomiclife,ascommissionedtothembypublicauthorities.

ity(burmistrz,prezydent)oraruralcommunity(wójt),aswellasthehead
ofacounty(starosta)andmarshal(marszałek)oftheprovince(voivodship)
areeachentitledtomakedecisionsregulatingaccesstobusinessactivityby
meansofpermits,licencesandconsentstoperformaspecialtypeofthe
activity,issuedintheinstanceswhereholdingthedecisionisaprecondition
forlegaltakingupiftheactivity.Inaddition,thelegislativeassembliesof
