two,intrinsicallyopposite,goals:therestorationofhistoricalandsymbolicvalueswitheconomic
priorities,especiallyintheprevailingconditionsthatmaketheaspirationsofrestorersandplanners
farfromrealistic.

measuresfortherenewalofareasdegradedphysicallyandeconomically.Theauthorsusetheex-
periencesfromtheyears1950-1980topresenttheprocedureofpreparingaReport-Scheme,adocu-
mentnecessarywhenmakingregenerationplansthatprovidesabasisforthemeasurestobetaken.
