ABSTRACT.Theenvironment,theenergycrisis,thefinancialcrisisandthesubsequenteconomiccrisis,justto
nameafew,causeacryforchange,evenstructuralchange,inoursociety.Societystartstoreflectonnewcon-
ceptsandnewwaysofthinkingthatchangethewayresourcesareused,(re-)distributedandallocated,andthe
waytheregulatorypowers(marketversusstate)areexercised.Asthecallforchangeiscentraltoplanning,
amajorchallengeforplanningistoconstructnewoperationalapproaches.Thisarticleusesbuildingblocks
fromliterature,someselectedEuropeanexperiences,andtheauthor’sexperienceinpracticetoconstruct
aworkabledefinitionofthe‘what’‘how’and‘why’of‘new’strategicspatialplanninganditsoperationaliza-
tioninafour-trackapproach.Europeanexperiencesillustratethepotentialpowerofstrategicplansand
frameworkstotacklethechallengesEuropeisfacing.
