2.SAFETYINTRANSPORT

2.1Safetyperformanceregardingdifferenttransportmodes

2.1.1Prologue

Safetyhasalwaysbeenakeyfeatureoftransportespeciallyregardingpassengerservicesand

transportofhazardousgoods.Itisoneofthemostsigniﬁcantvaluesinrailwaytransportduetoits

verystructuredapproachandhighlyorganizedmanner.Railwaytransportslargeamountofgoods

whichinflictsoperatingwithheavyvehicleswhereaslighterrorcancausecatastrophicconsequences.

Thesecondmostimportantfactorinmakingrailwayssuchasafemeanoftransportisthehuman

factor–thedevotiontorailwaysofpeoplewhoareinvolvedinit,andhighlevelofcompetencies

requiredfornearlyeverypostwhichisinvolvedinoperationalservices.Insummary,available

historicaldataonfatalrailwayaccidentsshowsasolidgradualimprovementinrailwaysafetyover

thepastthreedecades,whichhassloweddownsincethelate1990s.This“softening”ofthetrend

isobservablewhenanalysingbothabsoluteandrelativeﬁguresoffataltraincollisionsand

derailmentsinEurope.

Duetothisaspect,whileorganizingrailwaytransportthereisahighdemandforspecialized

engineerswhocanaidthesafetymattersofrailwaytransportnotonlyontheoperationallevelbut

mainlyonthemanagementlevel.Properdataanalysisandgivingpreciseconclusionsandsafety

targetsareatstake.Thus,therearealotofcoursesdedicatedtosafetyengineering,based

onexperiencesfromotherbranchesoftechnicalscienceandtransportmodes.Theyimplementsuch

elementsoftheartlike:proactivesafetymanagement,riskanalysis,accidentinvestigationsetc.

Thesecoursesareprovidedatadiﬀerentlevelofindividualseducation,fromtechnicalcollege-like

level,throughdedicatedspecializationsduringbachelorsandmastersstudies,uptopostgraduate

studiesanddoctoratetheses.Itseemsthattheroleofwell-trainedsafetyengineerswillgreatly

increaseintherailwaysectorsinthefollowingyears.

Asitiswelldescribedinaviationliterature,apropersafety-relateddataanalysisiscrucialfor

improvingsafety.Extractingknowledgefromthemistakesmadeistheminimumrequirementfor

preventingtheminfuture–acornerstoneofsafetyculture.Asonecanseefromthehighernumber

ofrailwayaccidents2foranalysislastyearitseemsthatalsorailwaycompaniesseethefullpotential

inthisareaandthegreyareaofreportingseemstobedecreasing.

Asitwasstatedatthebeginning,therearesomedifferencesbetweentransportmodes:

‒Leveloforganization–ingeneralcompaniesinmaritime,aviationandrailwayarefarmore

structurallyorganizedandlargerpercompanytheninroadtransport,theotheraspectisthatthey

usuallyderivefromnationaloperatorswhereroadtransportseemstobemoreopenand

competitive,

‒Levelofadministratorregulation–thereareregulatorybodiesineveryindustrybutmostlyone

canﬁndthemoutsideofroadtransport,fromtheaspectofaccesstothemarket(licenceand

safetycertiﬁcateinrailwaysforthelevelofcompany,authorisationofplacinginservicefor

technicalassets,andcompetencymanagementforsafety-relatedpostsetc.).Otheraspects

ofregulatorysupervisionandaidoftransportareinvestigationbodies,wherethroughoutEurope

onecanfindthemoutsideofroadtransportmainlyinaviationandrailways,

‒Anaturalapproachtointernalregulationformorganizationalcultureapproachfromcompanies
