2.SAFETYINTRANSPORT
2.1Safetyperformanceregardingdifferenttransportmodes
2.1.1Prologue
Safetyhasalwaysbeenakeyfeatureoftransportespeciallyregardingpassengerservicesand
transportofhazardousgoods.Itisoneofthemostsignificantvaluesinrailwaytransportduetoits
verystructuredapproachandhighlyorganizedmanner.Railwaytransportslargeamountofgoods
whichinflictsoperatingwithheavyvehicleswhereaslighterrorcancausecatastrophicconsequences.
Thesecondmostimportantfactorinmakingrailwayssuchasafemeanoftransportisthehuman
factorthedevotiontorailwaysofpeoplewhoareinvolvedinit,andhighlevelofcompetencies
requiredfornearlyeverypostwhichisinvolvedinoperationalservices.Insummary,available
historicaldataonfatalrailwayaccidentsshowsasolidgradualimprovementinrailwaysafetyover
thepastthreedecades,whichhassloweddownsincethelate1990s.This“softening”ofthetrend
isobservablewhenanalysingbothabsoluteandrelativefiguresoffataltraincollisionsand
derailmentsinEurope.
Duetothisaspect,whileorganizingrailwaytransportthereisahighdemandforspecialized
engineerswhocanaidthesafetymattersofrailwaytransportnotonlyontheoperationallevelbut
mainlyonthemanagementlevel.Properdataanalysisandgivingpreciseconclusionsandsafety
targetsareatstake.Thus,therearealotofcoursesdedicatedtosafetyengineering,based
onexperiencesfromotherbranchesoftechnicalscienceandtransportmodes.Theyimplementsuch
elementsoftheartlike:proactivesafetymanagement,riskanalysis,accidentinvestigationsetc.
Thesecoursesareprovidedatadifferentlevelofindividualseducation,fromtechnicalcollege-like
level,throughdedicatedspecializationsduringbachelorsandmastersstudies,uptopostgraduate
studiesanddoctoratetheses.Itseemsthattheroleofwell-trainedsafetyengineerswillgreatly
increaseintherailwaysectorsinthefollowingyears.
Asitiswelldescribedinaviationliterature,apropersafety-relateddataanalysisiscrucialfor
improvingsafety.Extractingknowledgefromthemistakesmadeistheminimumrequirementfor
preventingtheminfutureacornerstoneofsafetyculture.Asonecanseefromthehighernumber
ofrailwayaccidents2foranalysislastyearitseemsthatalsorailwaycompaniesseethefullpotential
inthisareaandthegreyareaofreportingseemstobedecreasing.
