WhileSchaeferpresentedaconsistentalternativemodeloftheSpartansym-
machy,DonaldKagan,whosawnochanceofexplainingalltheactionsofthealli-
anceandtherelationsbetweenSpartaanditsalliesbyreferringtothetraditional-
istmodel,questionedthesenseofsearchingforthemodelassuch.Accordingto
Kagan,treatyobligationsnotwithstanding,therelationsofSpartawithitsallies
wereregulatedbypragmatismalone;thus,anyattemptstoformulatelegalrules
organisingthesymmachy,basedonparticulareventsasdescribedbyhistorians,
areboundtofail.Evenifweassumethatthealliancetreatieshadidenticalcontent,
Kaganseesthisasinconsequential,sinceineachcasetheinterpretationofthear-
rangementdependedonthepositionofthepartner,whichcouldbeeitherstrong
(asinthecaseofCorinth),orweak;anotherfactorwaswhetherSpartafeltsecure
ornotatthemomentwhenthearrangementwasconcluded.Forinstance,calling
theassembliesofalliesorafailuretodosowasdeterminedonlybythewishesand
needsofSparta.
