Themodernworldischangingveryquicklyandsignificantly.Thisisdueprimarily
totheemergenceoftheinformation-networkeconomyandthecorresponding
socialtransformations,theformationofanewworldorder,whichbeganwiththe
collapseoftheUSSR,wentthroughanumberofstagesandenteredthemostacute
phasewiththeoutbreakofthewarinUkraine,andanumberofotherfactorsthat
aggravatethemoderncontradictionsoftheglobalandlocaldevelopment.The
searchforformsandwaystoresolvecontradictionsisbeingconductedbyscientists
andpractitionersallovertheworld.Inthisarticle,Iwouldliketodrawattention

formationandpracticalimplementationofnewapproachesthatareadequateto
