Apoorstateofroadsmakesanycommercializationofagriculturedifficult,such

institutionalorbureaucraticnatureiftheywishtostayinbusiness.Inthecourse
ofdiscussionsrunwiththem,farmerscomplainabouttheroleof((middle-men”,
whobuyattimesofaglutinproductionandoftenthereforeofferpricesthatfail
tocoverproductioncostsincurred.

theregioninthenorth-westernpartofthePeruvianAndesselectedbyustoserve
asanexample.
1.Tobeginwiththesimplest(geographical)criterion,itcanbenotedhowthe
regionisattheedgeofthecountry,notfarfromtheborderwithEcuador.It
isthusliterallyperipheralinrespectofthecenter,whichisthePeruvian

difficulttoincorporatelocalproducersintoglobalsupplychains,andeven
tohavethemmeetrequirementsonthedomesticmarketasregardson-
timedeliveries,freshnessandcontinuityofsupply.
Thefurtherconclusionarisingfromtheanalysisisthatcircumstancesof
shortagesandshortfallsarecombinedwithalowqualityoflifetohinderthe
incorporationofsustainabledevelopmentprinciplesintothelocaleconomy.
Whilethesloganiscurrentlypopularamonglocalpoliticiansandauthorities,itis
seentomeanverylittleinpractice.Onlyonceacertainlevelofdevelopmentis
achieved,aswellasincreasedawarenessandanentrenchmentoftheideaat
middlelevels(includingalsoinagriculture)willitbepossibletocommencewith
adiscussionontheintroductionofsustainabledevelopmentprinciples.Atany
earlierstage,thiswilljustbeasloganthatinhabitantswillfailtorespondto.
