Apoorstateofroadsmakesanycommercializationofagriculturedifficult,such
thatthefewattemptsmadetoachievethisaretheexceptionratherthantherule,
withfarmerswhoneedalsotoovercomemanychallengesandobstaclesofan
institutionalorbureaucraticnatureiftheywishtostayinbusiness.Inthecourse
ofdiscussionsrunwiththem,farmerscomplainabouttheroleof((middle-men”,
whobuyattimesofaglutinproductionandoftenthereforeofferpricesthatfail
tocoverproductioncostsincurred.

Whenitcomestothecriteriaofperipheralitypresentedabove,allaremetby
theregioninthenorth-westernpartofthePeruvianAndesselectedbyustoserve
asanexample.
1.Tobeginwiththesimplest(geographical)criterion,itcanbenotedhowthe
regionisattheedgeofthecountry,notfarfromtheborderwithEcuador.It
isthusliterallyperipheralinrespectofthecenter,whichisthePeruvian
capitalLima.Peripheralitythusdenotesagreatdistancefromthecenter,
andhenceamarginallocation.
2.Theconsequenceofsuchalocation-farfromthecapitalandinanatural
environmentquitedifferentfromthatcharacterizingeventheseatofthe
regionalauthorities(withPiuralocatedonthePacificLowland)-isneglect
asregardseducationandenvironmentalprotection.Doctorsareabsent,and
thelevelofeducationisverylow,interaliabecausethereisalsoashortage
ofteachers.
3.Apoorsystemofinfrastructure(mostespeciallyasregardsroads)makesit
difficulttoincorporatelocalproducersintoglobalsupplychains,andeven
tohavethemmeetrequirementsonthedomesticmarketasregardson-
timedeliveries,freshnessandcontinuityofsupply.
Thefurtherconclusionarisingfromtheanalysisisthatcircumstancesof
shortagesandshortfallsarecombinedwithalowqualityoflifetohinderthe
incorporationofsustainabledevelopmentprinciplesintothelocaleconomy.
Whilethesloganiscurrentlypopularamonglocalpoliticiansandauthorities,itis
seentomeanverylittleinpractice.Onlyonceacertainlevelofdevelopmentis
achieved,aswellasincreasedawarenessandanentrenchmentoftheideaat
middlelevels(includingalsoinagriculture)willitbepossibletocommencewith
adiscussionontheintroductionofsustainabledevelopmentprinciples.Atany
earlierstage,thiswilljustbeasloganthatinhabitantswillfailtorespondto.
