segmentinthepublicpensionsystemhasnotbeenfundedbytheaugmentationof
publicdebt,whatrequiredrelevantfinancialsurpluses.
Theseexperimentsindicatethatreformingpensionsystems,necessaryinthe
faceofdemographicchallenges,butalsotransformationsinthelabormarketand
thefinancialmarkets,requireaholisticandmulti-dimensionalapproach,while
asimplisticapproachexposingonlyoneitem(suchaseconomicefficiency)can
causeseriouserrors.
Similarchallengeslinkedtodemography,labormarketandtheimpactofgen-
eraleconomicconditionsdependentonvariousfactors(influencingtheirfinancial
stability)arefacedbyhealthcaresystems.Asarule,olderpeopleusethemmore
oftenthantheworkinggeneration,andchangesinintergenerationalrelationswill
alsointhisareacausebiggerandbiggertension.Inaddition,thecostofmedical
care,includingmedicaladvances,hasbeengrowingandithasbecomedifficultto
bear,evenincountriesfarmoreprosperousthanPoland.Withregardtopublic
healthcaresystemsaquestionrisesaboutthepermissiblescopeofintroducing
commercializationandi.e.differentiationofmedicalservicesofferrelatedtothe
paymentofadditionalcontributions.
Socialsecuritysystems,i.e.thesystemsofinstitutionalizedmaterialbenefits
aimedtoalleviatethenegativeconsequencesoftheimplementationofvarious
socialrisks(theriskofoldage,illness,dependencyinoldage,etc.)donotoperate
inavacuum.Theirabilitytoact,thelevelofbenefitsandsocialservicestheyare
abletoguarantee,dependlargelyonsocialandeconomicpoliciesofthestate,
whichusingavarietyofeconomicandnon-economicinstruments,maycausethe
operationofthesesystemstobemoreorlesseffective.
Thus,notonlydemographicprocessesandtechnologicalandcivilization
changesinfluencethefunctioningofsocialsecuritysystems,butalsotheabilityto
adaptpensionsystems,healthcaresystemsandsocio-economicpoliciestonew
challenges,anditshouldbecomeanareaofinterestofresearchersasitisanex-
tremelycomplex,butalsoaninterestingsocialissue.Thishasbeenreflectedinthe
presentpublication.
ThemonographtitledSocialsecuritysystemsagainstdemographicchallenges,
transformationsinthelaborandfinancialmarketscontainsacollectionofrelated
textspreparedbyscientistsfromhomeandabroadwhohaveconductedresearch
regardingvariousaspectsofsocialandeconomicpolicy.Thisallowsthepresenta-
tionofcomparativestudies’results,theconfrontationofsolutionsinsocialsecurity
systemsandrelatedpublicandprivateinstitutionsfromdifferentcountries.
Thebookisdividedintotwoparts:thefirstonerelatestopensionschemes,the
secondonetohealthcaresystemandlinksbetweensocialsecuritysystemand
thelabormarket.
