AsthechallengeswillbecomingmainlyfromareastothesouthoftheNATO
zone,thesouthernAllieswillmostprobablybetheirfirstvictims.Thatwill
happenincircumstancesofNATO’sdiminishedabilitytomakefriendsto
solveitsproblems,broughtaboutbyMoscow’scurrentdivisivetactics.
OnecoulddoubtwhetherthosepoliticiansamongNATO’ssouthernallies,
currentlyopposingtheideathatPutinshouldbedeterred,willfeelmore
secureinaworldbasedonthePutinesqueprincipleofcoerciveactions
insteadofcompromise-seekingandnegotiationsasthecornerstoneof
internationalrelations.Itwillbetoolatebythentoquarrelaboutwhetheror
notitwasnecessarytoallocateresourcestoreinforceNATO’seasternflank
andwhobearsthegreaterresponsibilityforthatchangeinthewayinwhich
worldworks.Itseemsmuchwisertopreventthatchangefromhappening,
andconcertedeffortstodeterMoscowandproveitstacticsunsuccessfulcan
achievethis.Thatishowdeterrenceofthreatsexistingontheeasternflankof
NATOcontributestothesecurityoftheAlliance’ssouthernmembers.
