Method
France’swithdrawalfromNATO’smilitarystructures,announcedby
PresidentCharlesdeGaullein1966,mayhaveweakenedtheAlliance,
but,paradoxically,italsoacceleratedthedebateonitsmilitarystrategyand
missioninthechanginginternationalenvironment.Thus,theproposalto
preparerecommendationsfortheNorthAtlanticCouncilputforwardatthe
turnof1967byPierreHarmel,theBelgianministerofforeignaffairs,was
enthusiasticallywelcomed(despitethefactasimilarproposalbyCanada
hadearlierbeenignored).3Theworkinggroupestablishedspecificallyfor
thatpurpose,alongwithfourexpertsub-groups,wasmandatedto“studythe
futuretaskswhichfacetheAllianceanditsproceduresforfulfillingthemin
ordertostrengthentheAllianceasafactorfordurablepeace.4ThisAesopian
languagehid,however,ataskintendedtoaccommodatethedifferentviews
oftheAlliesregardingsomekeypoliticalandstrategicissues.Inaway,itwas
thusassumedthatademocraticandopendebatewouldleadtoconstructive
conclusions.Theurgencyandsignificanceofthetaskwasreinforcedby
thefactthat1969wastomarktheendofthe20-yearperiodforwhichthe
WashingtonTreatywasoriginallysigned.TheAllieswerethereforesoon
todecideonthefutureoftheirAlliance.
TheprecedentforsolvingproblemswithintheAlliancebyexamining
specificissuesinawidercontext,andembracingthemostimportantaspects
ofNATOpolicy,detaileddescriptionsoftheseandproposedsolutions
hadbeensetmorethanadecadeearlier.Atthedramaticmomentofthe
disputeoversolidarityamongtheAllies,threeministersofforeignaffairs,
representingCanada(LesterB.Pearson),Norway(HalvardLange)andItaly
(GaetanoMartino)wereengagedinconsultationsovertheSuezCanalcrisis
