Consequently,thereportincludedanimportantappealstatingthat
theWest’spolicytowardsMoscowcouldnotbecomeapermanentsource
ofdivisionswithintheAlliance.Italsocalledfordialoguebetweenthetwo
politicalandmilitaryblocs,especiallyonissueswherebilateralrelationscould
supportfuturestrategicsolutions.InadditiontoGermany’sreunification,this
alsoincludeddisarmamentandarmscontrol,includingbalancedbilateral
militaryreduction.Inthisregard,thefirstoftheearliermentionedfoursecret
reportscomplementingtheHarmelReportofferedaninterestingargument.
ItsauthorspresentedtheAllieswith“STOPsigns”forinternaluseintheir
contactswithcommuniststates.Thesesignswereperceivedasameansof
reducingtensionsaslongasNATOstateswerefulfillingtheirobligations.
RelationsbetweenEastandWestwerealsopresentedasasourceofapossible
threat,shouldindividualinterestsallowthecommunistsidetowinonthese
divisionsandweakentheAlliance.Thatiswhydeeperconsultationbetween
memberswasrecommendedasawaytominimalisesucharisk.Inaddition,
thereportsaidthatcommuniststatesshouldnotbetreatedasoneuniform
blocfullycontrolledbytheUSSR,therebyencouragingdiversificationof
contactswithindividualEasternEuropeanstates.6

theHelsinkiAccordsFinalAct.ThiscataloguewasnotincludedintheHarmelReport
asitwasintendednottoconnectitwithaccepting,onSovietterms,theproposaltocall
anall-Europeanconference.Itsdetailswereincludedinthedeclarationissuedafterthe
BucharestsessionofthePoliticalAdvisoryCommitteeoftheStates-PartiesoftheWarsaw
