hasmoreglobalisedsuppliersthandoespipeline29andhasbecomemore
popularinrecentyearsbecauseofitsflexibilityoverdistances,theshorter
durationofcontracts,andreductionincostsintheLNGvaluechaindueto
technologicaladvances.ItisworthmentioningthatanothersurgeinLNG
trademaybecominginthe2015-2025timeframe,whileglobalLNGtrade
morethandoubledfrom2000to2010.30So,LNGtrading,comparedto
pipelinegasflows,willincreasetoabove46%by2035.31Inordertomeet
thisconsumptiongrowth,theworld’sgasproducerswillneedtoincrease
suppliesbyaround65%duringthenexttwodecades.32
EUEnergyMatters
EnergyconcernsformedapartofthefoundationofEuropeanintegration
afterWorldWarII.TheEUstrategyonenergysupplyhasemphasisedshifting
togreateruseofnaturalgas,leadingtothepublicationofthegreenpaperon
“SecurityofSupply.”33EnergysecuritywasputontheEUpoliticalagenda
withthegreenpaper’sadoptionon8March2006,aswellastheLisbon
TreatyonFunctioningoftheEU(TFEU),whichprovidedalegalbasisfor
EUenergypolicy.Aspectsofenergysecurityanditsindicatorshavebeen,
moreover,laiddownintheEUEnergyStrategyfor2020andaEuropean
Commissionstatementin2011.
TheEUholdslessthan1.3%ofprovenglobalgasreserves;nonetheless,
EUgasproductionin2010was5.5%oftheglobalshare,whileitsconsumption
hasbeen15.5%ofworlddemand.34Moreover,theshareofnaturalgasin
Europe’stotalprimaryenergysourcedemandhasgrownfrom18%in1990
to24%in2009,35andisexpectedtoriseto30%by2030.36
