relievetheparticipantsinthedialogueofthedutytotakestepstomakethepolicy
moreeffective,andthisiswhereIseeaparticularroletobeplayedbyacademics.
Exactlysuchabeliefinspiredthispaper.Itsmainaimwastodiscusssimplifications
andgeneralisationsintheEUdebateondigitalisingruralareasandagriculture,
whichIcallgaps.Thespecificobjectiveswereasfollows:1)todiscussandsort
theoutcomesofthedebateandtomakerecommendationsonhowtoimprove
theprocessofstrategicplanningofdigitalisation;2)todisseminatetheoutcomes
ofthedebateandtocommunicatethesetoacademics,whichIbelieveisimportant
assuch;3)toidentifytheresearchareasinwhichresearchcandeliveroutputs
importantforpolicy-makersandthustoimprovetheruraldevelopmentpolicy
intheaspectdiscussed.
AftertheIntroductionandMethodssections,inthethirdpartofthepaper,
Ibrieflydiscussselectedissuesofruraldevelopmentinrelationtotheroleof
digitalisationandtechnologiesinthisprocess.Inthispart,Ialsooutlinethecomplex
natureofcontemporaryruralareas,andsothecomplexnatureoftheirdevelopment.
Thisleadsmetotheidentificationofthesuccessfactorsintheprocessofdigitalisa-
tionofsuchareas,andthusIbuildabackgroundagainstwhichtodiscusstheEU
debateondigitalisationofruralareasandagriculture,whichisafourthpartof
thepaper.ThereIpresentaimsandcomponentsofdigitalstrategiesasdefined
bytheexperts,discussselectedproblemsraisedduringtheseminarandidentify
previousinitiativeswhichtheseminarfollowed.Inthefifthpartofthepaper,
Ijuxtaposethemostimportantthreadsfromthethirdandfourthparts.Indoing
so,IidentifygapsintheEUdebatethatcandecreasetheeffectivenessofthedigital
strategies.Tocounteractthesegaps,aroleofplaceandpeopleshouldberevisited
inthedigitalstrategiesandseenincontext,whichIexplain.Sincethefifthpart
constitutesthemainpartofthediscussionIheld,thepaperendswithabrief
conclusion.
2.Methods
Inthepaper,whichfollowsaninterpretativeparadigm,Ideployedanexpertl
narrativeliteraturereviewmethod(cf.McKibbon2006).Thereviewwascarried
outinthefieldsdiscussed:selectedissuesofcontemporaryruraldevelopment,
theroleofdigitalisationandtechnologiesinruraldevelopment,andselectedissues
ofruralgeography.
UsingtheknowledgeacquiredduringtheparticipationintheEIP-AGRIseminar
wasanimportantprecondition,anditgreatlyinfluencedthecharacterofthepaper.
