PartnershipforAgriculturalProductivityandSustainability(EIP-AGRI),which
supportsthedigitalisationofruralareasandagriculture,wasinvolvedinthework.
Atleastseveralactionshavebeentakentofacilitatedigitalisation,forinstance
theidentificationofbeneficiaries’needs,thecollectionofdata,thepublication
ofinformationmaterialandbooklets,aswellastheorganisationofworkshops
andseminars.Theeventsorganisedareprofessionalincharacter,ortheyare
open.Itthelattercase,theyarededicatedtotherepresentativesofvarioussectors
(agriculture,administration,academia,researchorpolicy-making)andserveas
aplatformforaknowledgetransfer,good-practiceexchange,discussingactions
takenacrossregionsandsharingideashowtoimproveEUpolicyinthisfield
(ElounaEyenga2019).
Theissueofdigitalisingruralareasisnotmerelypractical,however,because
thereisalongtraditionofresearchonit.Inacademia,itisdiscussedmostlywith
regardtodigitaldividethataffectsthelifeofcertaingroupsofruralpeopleoris
presentingivenruralareasingeneral,interritorialsystemsfromregionaltoglobal
(e.g.Philipetal.2015;Vicente,López2011;vanDijk2008;EC2010a;NTIA1995).
Inthecontextofruralareas,particularattentionisalsopaidtoperipheralareas
(Grimes2003).Nevertheless,itmustbenotedthatthenotionofperipherality
hasbeenchangingovertime,oratleastithasacquiredanewsignificancealong
withthedevelopmentofinformationandcommunicationtechnologies(ICTs).

.McCannandR.Ortega-Argil(2015)provethattodaynotonlyisthemobility
acrossgeographicspaceconsidered,butalsothemobilityacrossvirtualspace,as
wellastheabilitytooperateinaparallelreality.Giventhediversityofruralareas
inEurope,includingtheirdifferentdegreeofperipheralityasunderstoodabove,
andthefactthatdigitaldivideisshrinkingglobally(Doong,Ho2012),itcanbe
statedthattheissueofdigitalisationofruralareasmaybeinterpretedasaclassic
oneofgeography.Itrelatestothedifferencesinaccesstospecificgoodsasaresult
ofgeographicallocation(locationrent).
Geographicallocation,alsointermsoftheaccesstoICTs,impactsthesocial
andeconomicvitalityofruralareas.Forexample,S.Grimes(2003)arguesthat
itistheperipheralruralareas,thatis,theareaswhichlargelydonotparticipate
indevelopmentprocess,whichcanbenefitmostfromdigitalisation.Digitalisation-
S.Grimes(2003)continues-helpsovercomeaphysicaldistancebetweenthe
peripheralareasandthecoreones,i.e.thedistancethatcouldonlybereducedto
alimitedextentphysically(e.g.byimprovingtransportaccessibilitytosuchareas).
RuralcommunitiesalsobenefitmorefromaccesstoICTsthanurbanpeople,
because“thedistance”tosomegoodsandservices-whichincaseofthelack
oftheaccess,especiallytotheinternet,maybemoreeasilyaccessedincitiesthan
