Abstract:DigitalisationofruralareasandagricultureisavitalthreadintheEUdebatenow,
atthetimeofdevelopingthe2021-2027programmingperspectiveanddefiningtheCAP
goals.However,inthisdebateselectedgeographicandsocialfactorsinfluencingtheprocess
ofdigitalisation-accordingtotheliterature-donotseemtobetakenintoaccount.This
leadstosimplificationsandgeneralisationsoftheruralreality.Giventhatsatisfyingdifferent
groupsofstakeholdersindifferentareasofEuropeposesabigchallengetoanyoftheEU
policy,effortstomakethemmoreeffectiveshouldbesteppedup.Thispaperistoservethat
role.ItsmainaimwastodiscussthegapsintheEUdebateondigitalisationofruralareas
andagriculture.Thesimplificationsandgeneralisationspresentinthedebatecomedown
tothemarginalisationoftheroleofplaceandpeopleintheprocess.Theseinturnstem
fromperceivingtheruralrealitythroughtheprismofbinarydivisionofruralsocietyand
economy.Theformerisseentobeconstitutedbyfarmersandnon-farmers,whilethelatter
byagriculturalandnon-agriculturalfunctionsofruralareas.

1.Introduction
In2010,theEuropeanCommission(EC)published“ADigitalAgendafor
Europe”
,adocumentwhichpavedthewaytocommonaccesstotheinternetand
othertechnologiesfortheEuropeanUnion(EU)citizens(EC2010a).Inthecontext
ofruralareasofEurope,thismessagewaslargelystrengthenedbythe“Cork2.0
Declaration”
,inwhichtheroleofdigitaltechnologiesindevelopingthepotential
