betweentheU.S.andPolandforthesecurityofEuropeweretranslatedinto
decisionsonthedeploymentofAmericanforcesinPoland.Previously,Warsaw
hostedPresidentObamaattheCentralandEasternEuropeanSummitin2011.
Tebeginningof2011foundPolandpreparingforthepresidencyoftheEU
Councilinthesecondhalfoftheyear.Atthattime,Polandwasconvincedthat
theEUshouldnotcreatebarrierslimitingintegrationbecauseclosercooperation
betweentheMemberStatesdetermineseconomicgrowthandthus,therecovery
fromtheeconomiccrisis,ofwhichasecondwavewasexperiencedbyEuropein
2011.PolandbuilttheprioritiesofthepresidencyaroundEuropeanintegration
asasourceofgrowth,asecureEurope,andaEuropebenefitingfromopenness.
Poland,fromanewcomertotheEUbecametheco-hostofeventsandco-
authorofnewinitiativeswishingtoshapetheactivitiesoftheEUandincrease
itsinfluenceonthedecision-makingprocess.TeimplementationofEuropean
policywasguidedbytheprincipleof“more,notless,Europe”

fundamentalachievementswasthenegotiationoftheMultiannualFinancial
Frameworkwithamoresubstantialamountoffundsforcohesionpolicythan
inthepreviousperspective.Atthesametimethough,in2011,thegovernment
adoptedthe“NationalPlan”fortheintroductionoftheeuro,thoughayearlater
itceasedtoimplementit,indicating,amongotherthings,theneedtostabilisethe
eurozoneandtopreparePolandinmacroeconomicandlegalterms.
AhistoriceventforPolandwastheacceptanceofthehighestpositionintheEUby
aPole.InDecember2014,PrimeMinisterTuskbecamethePresidentoftheEuropean
Councilforatwo-and-a-half-yearrenewableterm.Also,untilthebeginningof2012
(frommid-2009),JerzyBuzekwaspresidentoftheEuropeanParliament.
PolandwantedtostrengthenitscooperationwiththelargestEUMember
States,i.e.,GermanyandFrance.PolandandGermanywerebroughttogetherby
viewsonthedirectionofreformsintheeurozoneandcounteringtheeconomic
crisis.Tedivergencesconcerned,amongothers,energypolicyandrelationswith
