Preamble
Oneofthemaintasksofthestateistoprovideitwithsecurityandpublicor-
der,especiallythesecurityofitscitizens.Therefore,thepresentedbook’saimis
toanalyzeanddiagnoseaswellastodescribethetasksofspecializedbodiesof
governmentadministrationofnationalsecurityandpublicorderprotection.Mo-
reover,thebookistopresentaseriesofmeansandinstrumentsofactionusedto
performtheassignedtaskstothestate,duringthetransitionfromasocialistsys-
temtodemocraticsystemofgovernanceandparliamentarydemocracyattheturn
of1989/1990,untiltheentryintoEuropeanUnionstructures.
Firstofall,governmentalbodiesperformingthetasksandusingthemeanswere:
police,borderguardandtheNationalFireServicesubordinatetotheMinisterof
InternalAfairsandAdministrationaswellasStateSecurityBureau,whichisout-
sidetheMinistry.TheseauthoritiesweresupportedbytheactivitiesoftheArmed
Forces,MilitaryPolice,MilitaryInformationServiceandotheractionsofservices,
inspectionsandguards.Basictasksoftheabove-mentionedgovernmentalentities,
carriedoutintheinterestofthestateandforthegoodofit,amountedtoprotecting
life,health,propertyaswellasprotectingagainstpotentialhazardsanddangers.
Thestudyconsistsofsixchapters.ItistheChapterOnethatattemptstoiden-
tifynationalsecurityandpublicorderthreats.Amongthemostseriousoneswere:
espionage,terrorism,organizedcrime,illegalmigration,bordercrimeanddisclo-
sureofstateandofcialsecrets.Inturn,publicsafetyandorderwerethreatened
byextensivecrimnality,economiccrime,minorofence,naturaldisasters,patho-
logies:drugaddiction,alcoholism,prostitution,subcultures,equipmentfailures,
disasters,firesandotherlocalhazards.Inaddition,thispartofabookexplainsthe
conceptofnationalsecurityandpublicsafetyandorder.
InChapterTwo,therearepresentedgovernmentalbodies’structuresofthe
nationalsecurityprotectionandpublicorder,accordingtothefollowingorder:Mi-
nistryofInterialAfairs,OfceforStateProtection,Police,BorderGuardandthe
NationalFireService.ThedetaileddescriptionoftasksisgiveninChapterThree.
Therearedescribedthebasictasksandtermsofnationalsecurityandprotection
bodies.
ChapterFourdiscussesthelegalframework.Itisformedbyconstitutionaland
legalnorms.Theydefinedtheproceduresandfunctioningofthebodies,andre-
gulatedtheirstructure.Amongthemonecandistinguishthestandardsaddressed
toalltheorgans,asthesubjectsoftheinternalsecurityofthestate,thestandards
ofsubstantiveandtheproceduralstandards.Moreover,thischaptersetsoutthe
rulesoforganizationandoperationoftheauthoritiesofpublicsecurityandorder,
withparticularemphasisonthedemocraticruleoflaw,legality,hierarchy,unity,
territoriality,efciency,specialization,objectivity,etc.
