themostimportantpoliticalchangesoccurringduringthesaidcrisis;andsecond,
todelineatemainresearchquestionsandtheoreticalassumptionsunderpinning
theresearchcarriedout.
10Thegrowingimportanceofintergovernmentalism
DuringtheEurozonecrisis,thesignificanceofintergovernmentalinstitutions
wasseentogrow,whiletheautonomyofotherEUinstitutions(mainlytheEuropean
Commission,butalsotheEuropeanParliament)apparentlyweakened(Cisotta,2013;
Fabbrini,2015b:266;Hodson,2011;Puetter,2012;Bickertonetal.,2015ab;Dinan,
2012;Chang,2012).Theabovetrendwasevidencedwhenthetaskofdeveloping
thepreliminaryreformpackagefortheEU’sStabilityandGrowthPact(laternamed
utheSixpack”)wasentrustedtoanintergovernmentalteamundertheleadershipof
HermanVanRompuy,PresidentoftheEuropeanCouncil(2010).Scholarsseethisasan
informalweakeningoftheCommission’srightofinitiative(Chang,2013:259).Other
examplesaresubsequentagreementsconcludedduringthecrisis,namelytheTreaty
EstablishingtheEuropeanStabilityMechanism1andtheso-calledFiscalCompact2.
ThesewerebothcreatedoutsideEUlawasstricteintergovernmentalagreements
betweenthesignatorystates,withaconsequentlyreducedroleassignabletoCommunity
institutions3.
Additionally,intergovernmentalinstitutionsalreadyexistingintheEUandstrength-
enedduringthecrisisincludedtheSecretariatofthePresidentoftheEuropeanCouncil
andtheadministrationoftheEurogroupandEurozonesummits,bothofwhich
underwentexpansion.Thelatterhadbeenestablishedinformallyin2008,onlytobe
legalisedbytheFiscalCompact(2012).AccordingtoNicolasSarkozy,thesummitwas
supposedtobeanersatzforeconomicgovernmentintheeuroarea(and,asamatter
offact,intheentireEU)(France24,2008).Itshouldfurtherbenotedthatamajorityof
theEuropeaninstitutionshavealsobeenseenassubjecttopoliticisation,understood
ascomingunderincreasedinfluencefromnationalgovernmentsornationalpolicies.
Itwastheextraordinarycircumstancesoftheeconomiccrisis,includingthethreatof
disintegrationoftheeuroarea,thatforcedMemberStates’governmentstotakeapolitical
lead.Forthecrisistobeovercome,itwasnecessarythatdecisionsbemadeonfinancial
matters,suchasaidpackagestothemostcrisis-hitcountries.Facingthatsituation,
