udifferentiationisthemoststraightforward,butalsothemostpoliticallyneutral(and
actuallyquitesterile),termusedtodenotevariationsintheapplicationofEuropean
policies,orvariationsinthelevelandintensityofparticipationinEuropeanpolicy
regimes”(p.206).Similarly,AlkuinKölliker(2001)definesudifferentiation”inthecon-
textoftheEuropeanintegrationasageneraltermfordefininguthepossibilityfor
differentmemberstatestohavedifferentrightsandobligationswithrespecttocertain
commonpolicyareas”(p.127).3Ontheotherhand,KatharinaHolzingerandFrank
Schimmelfennig(2012)claimthatuallofthesepolicies,inwhichtheterritorialextension
ofEuropeanUnion(EU)membershipandEUrulevalidityareincongruent,arecases
ofdifferentiated(orflexible)integration”(p.293).Inturn,MonikaSzwarc(2005)uses
thetermudifferentiatedintegration”utodefineallpossibleformsandmethodswhich
willbebasedondeparturefromtheidealconditionofCommunityrules(comprising
allmemberstatesatthesametimeandinthesameareas)”(p.34).KennethDysonand
AngelosSepos(2010)alsoproposetheirowndefinition:
DifferentiatedintegrationistheprocesswherebyEuropeanstates,orsub-stateunits,
opttomoveatdifferentspeedsand/ortowardsdifferentobjectiveswithregardto
commonpolicies.Itinvolvesadoptingdifferentformalandinformalarrangements
(hardandsoft),insideoroutsidetheEUtreatyframework(…).Inthisway,relevant
actorscometoassumedifferentrightsandobligationsandtoshareadistinctattitude
towardstheintegrationprocess-whatitisappropriatetodotogether,andwhobelongs
withwhom.(p.4)
Ascanbeseenabove,definitionstendtobequitegeneral,andalsooverlapwith
oneanothertoasignificantextent.Thisatteststoboththecomprehensivenessand
therelativeneutralityoftheterm.Ontheotherhand,thetermupoliticalsegmentation”
maybeunderstoodasasynonymofdifferentiatedintegrationprocessesormayre-
fer,slightlymorenarrowly,tothetransformationsandprocessestakingplaceon
thesystemiclevel.Withinthesecondmeaningoftheterm,politicalsegmentationmay
thusbeunderstoodasaconsequenceofdifferentiatedintegrationprocesses.Inother
words,whilethetermudifferentiatedintegration”mayincludebothexamplesofsome
functionalandstrictlytemporarysolutions,causedbycertainobjectivepremises(e.g.
transitionalperiods),aswellasexamplesofintergovernmentalcooperationofstates
outsidetheTreaties(e.g.SchengenAgreements),thetermupoliticalsegmentation”seems
toreflectpoliticalandsystemicconsequencesofadoptedreformsorsolutions,placing
particularemphasisontheprocessesofseparationofthecentrefromtheperipheries,
aswellasonthemethodsandeffectsofcentralstates’influencesonperipheralones.
Thesedivisionsmaybepermanent,andmayimpactupontheentiresystem,andnotjust
