democraticfederation,itwillinsteadheadtowardsneo-colonialism(Beck,2013:44).

DifferentiatedintegrationisameansofensuringthedevelopmentofEuropean
integration-bothinresponsetosubsequentuwidening”oftheCommunity(i.e.
theaccessionofnewMemberStates)andinconnectionwiththeudeepening”of
Europeancooperation(Leuffenetal.,2013:1,245).Therefore,somescholarstreat
itasoneofthemainmethodsensuringprogressinEuropeanintegration,oreven
termthecurrentpoliticalsysteminEuropeuasystemofdifferentiatedintegration”
(Leuffenetal.,2013:1;LeruthandLord,2015).Thistermisdefinedasthedeviation
fromtheharmonising(orunifying)integrationofalltheMemberStatesinallareasof
politicalcooperation(i.e.publicpoliciesandparticularaspectsofEuropeanUnionlaw,
Ziółkowska,inthisvolume).Suchharmonisationisdeemedanidealcondition;formany
reasons,however,itisnotimplementedinpractice.Moreover,attemptsatachievingfull
harmonisationmayevenhinderEuropeanintegration(ifonlytemporarily).Forthis
reason,differentiatedintegrationistreatedasameansofovercomingthesedifficulties.
Somearguethatthedifferentiatedintegrationinvolvesdiversemethodsofgovernance
orvariouslevelofcentralisationofEuropeanpolicies(Leuffenetal.,2013:8).But
mostfundamentally,theessenceofdifferentiationliesinthescopeofinvolvementof
theMemberStatesinEuropeanpolicies.
AtthebeginningoftheEuropeanintegrationprocess,strivingforfullharmonisation
seemedparamount.Anydeviationsfromthisruleweretreatedastemporaryexceptions
(e.g.intheformoftransitionalperiods).Theprocessofdifferentiationbeganin
the1990swiththeintroductionoftheMonetaryUnionintheMaastrichtTreaty.
TheEMUwasintendedforselectedCommunitymembersonly,andthetreaty
includedprovisionsforpermanentderogation(opt-out)forcertainMemberStates
fromtheMonetaryUnionandcertainotherareasofEuropeanpolicy(e.g.social,
defence).SubsequentamendmentstotheTreatiesstrengthenedthisphenomenon
andgaverisetonewforms.
TheAmsterdamTreatyintroducedtheucloserintegration”mechanism,and
theTreatyofNicecalledthesamephenomenonuenhancedcooperation.”During
theEurozonecrisis,theabovemechanismwasputintopracticeforthefirsttime(i.e.
fortheSingleEuropeanPatent[25countries],internationaldivorces[15countries],
andfinancialtransactiontax[11countriesinitially])(Ondarza,2013b).Thenext
differentiationmechanismisPermanentStructuredCooperation,aslaiddownin
theLisbonTreatywithinthescopeoftheCommonSecurityandDefencePolicy(CSDP).
AndyetanothermanifestationofdifferentiationisprovidedbyTreatiesconcludedby
certainMemberStatesoutsidetheCommunitystructure(despitethefactthatthey
