THEEUROPEANUNIONSTRATEGY“EUROPE2020”1

ThecontemporaryproblemsofuniversitymanagementinEuropearetheconse-

quenceofthefollowingfactors:

•Problemsresultingfromconﬂicts,therequirementsimposedbyeconomicde-

velopmentoftheintegratingEuropetogetherwiththeconservative,quasifeu-

dal,rigidsystemofWesternEuropeanuniversitiesaswellastheinefﬁciency

ofthebadlymismanagedcommunistuniversitiescomprisingtheWarsawPact

membercountries-allofthemaccumulatingfromtheendofWorldWarII;

•TheincreaseinthenumberoftheEuropeanUnionmembersbytheaccession

ofnewcountriesfromCentralandWesternEurope,ofcommunistbackground,

andwithacompletelydifferentformofhighereducationmanagement;

•Recession,ﬁnancialcrisisandthegrowingeconomiccrisisinEuropeandthe

restoftheworld.

Inthelastyears,saysJoséManuelBarroso-thePresidentoftheEuropean

Commission-“millionsofpeoplelosttheirjobs,theincreasingdebtwillberepaid

overtheyearsandoursocialinclusionwasputtothetest.[...]Thecrisiswasawarn-

ingsignalwhichremindedusthatifwedonotchangeanything,wewillbedestined

tothegraduallossofimportanceandwewillendupinthesecondleagueofthenew

worldorder.Thetimehascomeforthisrealization;thetimefordecisive,ambitious

actionforEurope”2.

TheﬁrstparagraphofthesummaryoftheEuropeanCommissionCommunique

-“Europe2020”,dated3March2010,entitled“Strategyforsmartsustainableand

inclusivegrowth”reads:“Europeisawaitingthetimeofchange.Thecrisishas

annihilatedtheresultsofmanyyearsofeconomicandsocialdevelopmentandit

uncoveredthestructuralweaknessesoftheEuropeaneconomy.Atthesametime,

theworldischangingveryfast,andlong-lastingproblemssuchasglobalization,the

growingdemandforthediminishingresourcesandtheageingofoursocietiesare
