INTRODUCTION
THEEUROPEANUNIONSTRATEGY“EUROPE2020”1
ThecontemporaryproblemsofuniversitymanagementinEuropearetheconse-
quenceofthefollowingfactors:
Problemsresultingfromconflicts,therequirementsimposedbyeconomicde-
velopmentoftheintegratingEuropetogetherwiththeconservative,quasifeu-
dal,rigidsystemofWesternEuropeanuniversitiesaswellastheinefficiency
ofthebadlymismanagedcommunistuniversitiescomprisingtheWarsawPact
membercountries-allofthemaccumulatingfromtheendofWorldWarII;
TheincreaseinthenumberoftheEuropeanUnionmembersbytheaccession
ofnewcountriesfromCentralandWesternEurope,ofcommunistbackground,
andwithacompletelydifferentformofhighereducationmanagement;
Recession,financialcrisisandthegrowingeconomiccrisisinEuropeandthe
restoftheworld.
Inthelastyears,saysJoséManuelBarroso-thePresidentoftheEuropean
Commission-“millionsofpeoplelosttheirjobs,theincreasingdebtwillberepaid
overtheyearsandoursocialinclusionwasputtothetest.[...]Thecrisiswasawarn-
ingsignalwhichremindedusthatifwedonotchangeanything,wewillbedestined
tothegraduallossofimportanceandwewillendupinthesecondleagueofthenew
worldorder.Thetimehascomeforthisrealization;thetimefordecisive,ambitious
actionforEurope”2.
ThefirstparagraphofthesummaryoftheEuropeanCommissionCommunique
-“Europe2020”,dated3March2010,entitled“Strategyforsmartsustainableand
inclusivegrowth”reads:“Europeisawaitingthetimeofchange.Thecrisishas
annihilatedtheresultsofmanyyearsofeconomicandsocialdevelopmentandit
uncoveredthestructuralweaknessesoftheEuropeaneconomy.Atthesametime,
theworldischangingveryfast,andlong-lastingproblemssuchasglobalization,the
growingdemandforthediminishingresourcesandtheageingofoursocietiesare
