tionortwotoeventhreetoapproachworldclassstatus.Whilethestateisthelargest
sourceoffinancialsupportforeducation,thestatealsohasthegreatestdemandfrom
thepublicforallsortsofsocialspendingfromhealthcaretosocialsecurityspend-
ing.Thepayofffromaworldclassuniversityisverylongtermevenlongerwhenone
considersthetrainingofeachfacultytoteachinthenativelanguage.Arecountries
willingtowaitsolongorwillcountriesadopttheChinesemodelofsimplysending
itscollegestudentstoadevelopedcountrywhileitspendsitsresourcesonthingslike
militaryhardwareotherthantryingtoestablishaworldclassuniversity?Itmaybe
easiertosendyourbestandbrightestabroadtostudyandthenriskthattheymaynev-
erreturnthanitistoimproveyourowneducationalsystemtotheworldclasslevel.
Decliningbirthratesindevelopedcountriesshouldprovidespaceforbrightstu-
dentsfromlessdevelopedcountriestoattendworldclassuniversitiesthaneducate
themathome.AlltheyneedissomedegreeofunderstandingprimarilyintheEnglish
language.SimplyitismucheasiertoteachtheiryoungpeopleEnglishthanitisto
establishyourownworldclassuniversities.Leadersinthethirdworldmaycalculate
thatitiseasiertodevoteresourcestoawholespectrumofsocialneedsandlimit
educationalpolicytofinancingelementaryschoolswhichhasthehighestreturn.
Thefurtheracountryisinlinetoestablishworldclassuniversitiesoftheirownthe
morerationalitistouseexistingworldclassuniversitiestoservicetheelitesoftheir
own.Theonlyargumentforworldclassuniversitiesoftheirownisnationalpride
andstillthirdworldclassuniversitieswillremainfarbehindworldclassuniversities
inadvancedcountries.Itwillstillremainastatussymboltoattendlongstanding
worldclassuniversitiesinthewestthantoattendnewlyestablisheduniversitiesin
theirowncountries.Thequestionwillremainhowworldclasswilltheuniversities
innewlyestablishededucationalinstitutionsbe?
Inconclusiontherereallyisaquestionifthenumberofworldclassuniversities
thatIhaveoutlinedabovereallyareneededforeducationalpurposes.Settingaside
nationalprideandbraggingritesthereareprobablyenoughworldclassuniversities
alreadyinexistence.Morewillprobablyresultinrealworldclassuniversitiesand
would-beworldclassuniversities.Inadditiontocostthereareprobablynotenough
capablefacultiestogoaround.Lackingsufficientfacultyitisnoteasytofindwith-
outpayingexorbitantsalaries.Thiswillrecognizerealworldclassuniversitiesand
would-berealclassuniversitieswithoutlabelsforeach,andtopstudentswillgravi-
tatetowardthebetteroneswithoutlabels.Wewillgobacktowherewearetoday
withoutalltheeffort.Thecurrentuniversitystructurehasbeensetbythemarketand
tradition.Doingitnowforpoliticalreasonswillnotlikelybesuccessfulnomatter
howmuchtheheadsofvariousstateswouldliketoseeithappen.Shortofanuclear
