ticlethat“…governmentsinEuropeandAsiahavestartedtoconductcomprehensive
reviewsofandimplementplanstorestructuretheirhighereducationsystems,with
attempttotransformtheirhighereducationsystemsintheimageof“worldclass”
university”15.
Thisobservationraisesseveralimportantquestionsthatneedansweringorelse
thepursuitof“worldClass”educationwillresultinafruitlesschase.Firstletme
statethatIhavenoparticularexperienceinraisingthestandardsofanyuniversityat
whichIhavetaught.IsupposeIassumedthatsimplyifeveryoneassociatedwiththe
universitydidtheirjobverywellitwouldbenoticedandrecognizedbypeoplewho
concernthemselveswithratinguniversities.Therebasicallyarecertainaccomplish-
mentsthatwillcounttowardmakingauniversitysomethingspecial-worldclass.
Asanexample,ifthenumberofapplicantsvyingforcovetedadmissionspotsin
agivenuniversitycouldbeinterpretedasrecognitionofthedesirabilityofthatuni-
versity.Athousandapplicationsfor100spacesinthefreshmanclassorforgraduate
programsasopposedtoonly250applicantsfor100spacesindicateswhichschool
isdeemedpreferableforwhateverreasonbytheinterestedpublicwithotherthings
suchascost,locationandavailabilityofcoursesbeingheldequal,publicpercep-
tionofoneschoolisgreaterthantheother.Afterall,theoneessentialthingfor
anyschooltooperateisstudents.Demandgoesalongwaytoestablishandreflect
reputationevenifthatdemandisbasedonathleticachievementratherthanacademic
reasons.TheUSexperienceisthatadmissionapplicationsincreasesignificantly
