Fortheprotectionofhistoriccitiesandtheirculturalheritage,
suchconceptsasKhistoricmonument”andKconservation”addressed
primarilytofeaturesfromtheregisterofhistoricmonuments,had
longceasedbeinguseful.Sincethebeginningofthe1970s,inEurope
andalsoinPoland,inthefaceoftheevidentcrisisofmodernism
andreturntointerestinthepast,thesetermsbegantogiveplaceto
safeguardingofculturalvaluesofastudiedarea,understood,with
timeandexperience,evermoreassafeguardingofheritage,therefore
ofthewholematerialandspiritualachievementsofhumankind3.The
termKculturalheritage”wasamoreconvenientformulaforcities,
morecapaciousandmoreeasilydifferentiatedatalocalleveland,
mostimportantly,opentonewvalueswhich,withthepassageoftime,
mightbearticulateddifferentlybychanginginhabitantsandusers
ofthecity.Theconcept,usedasacertainmetaphorforrelicsofthe
past,becameespeciallywidespreadafterWorldWarII4.Theeminent
historianAleksanderGieysztordefineditK…aseverytraceleftby
maninthepast”,thoughKsomeofthesetraceshavearicherthanothers
condensedrecordofcenturies.Theybelongtothesymbolicculture.They
aresignswhosemasteringthroughculturaleducationmakesitpossibleto
formtiesbetweenwholegenerations,toaccumulatetraditionsofculture
andasenseofconnectionbetweenhumangroups”5.
Therefore,torecognizetheculturalvaluesofurbanheritage,
