used.Theywereemployedforthedurationofthetermofofficeofthevillage
mayor/mayor/presidentofthecity,starostorvoivodshipmarshal,respectively.
Thenumberofemployeesinthiscapacitywaslimited–therewasatotallimit
forbothtypesofpostsinagivenoffice.A.wereemployedunderacontractof
employment.Principlesotheremployeesoflocalgovernmentwereobligedto
observe,likepreparationservice,takinganoath,obtainingaperiodicassessment
orprohibitionofperformingactivitiesthatareinconflictwiththepositionheld,

sion.Itbelongstoautonomous,absolutelysuspensiveandrelativelydevolutive
measures.Administrativedecisionsarethebasicwayofresolvingadministrative
matters,anda.f.a.d.isthemostcommonmeansofappeal.The→administra-
tiveproceedingsisoftwoinstances,sothepartyisentitledtoappealfromthe
decisionissuedinthefirstinstancetoanotherinstance,butonlyfromanon-final
