stances.Allthesephenomenaareregulatedbyinternationallaw
butnonethelesscontinuetooccurinvaryingdegrees.Ininter-
nationaljurisdictiontherearenospecialcourtstodealwithen-
vironmentalissues,suchissuescomingunderthejurisdictionof
internationaljusticetribunals.
Internalaggressionmaymanifestitselfthroughthecontamina-
tionofair,waterorsoil,disruptingthenaturalbalanceinparticu-
larsystems,inappropriatefuel,sewageorwastemanagement,as
wellasexcessivenoiseorelectromagneticradiation.
Therealsoexistotherpotentialthreatstotheenvironmentwhich
canbecreatedorusedbyterroristsbutbeforenewregulations
areprepared,weneedtotakeanother,closerlookatcurrent
legalregulations.Inmanycasesthesearesumcientinthefight
againstpotentialterrorism,ifusedintheirentirety,withtheir
implementationsubjecttosupervisionandcontrolbyappropri-
atenationalagencies.Internationalorganisations,however,may
belefttodealwiththemonitoringandreporting,whichtheydo
well,andmostimportantly,withthelayingdownofthestand-
ardsofgoodpractices.

HNoborders”withintheEuropeanUnionencouragesthegrowth
inthephenomenonofillegalinowofwaste.AccordingtoCoun-
cilRegulationNo259/93of1February1993(laterreplacedby
ordinance1013/2006of14June2006),whichprovidesdetailed
regulationoftheshipmentofwasteinandoutsidetheEuropean
Community,eachwasteshipmentbetweenMemberStatesis
subjecttoanappropriatenotificationprocedure(application,
notification,permission).ThebasicframeworkofEUregulations
relatingtotheshipmentanddisposalofwasteiscreatedbythe
followingdirectives:
1)WasteOilDirective1975,
2)GroundwaterDirective1980,
3)WasteFrameworkDirective1975,
