conflictsbetweenlabourstandardsandsocialsecurityconcerningPolishworkers
performingworkabroad,25theemploymentofworkersabroad(citizensofforeign
countries)byPolishemployers,andPolesundertakingemploymentabroadfor
foreignemployers.PolishaccessiontotheEuropeanUnion,theacquisitionof
rightsofofPolishcitizensoftheEuropeanUnionaninternationalregional
organizationbasedontheprinciplesoffreemovementofworkers,freedomof
establishmentandprovisionofservicesbyemployersreducesconsiderablythe
principleofthepersonalsovereigntyruleoritcreatesthescenarioinwhichna-
tionallabourlawandsocialsecuritylawappliestothedevelopmentofthelegal
andproceduralpagesoftheserelations.Forthesamereasonasforthechoiceof
law,thesovereignStategovernmentdoesnotautomaticallydecideovertheplace
ofworkbetweenpartiestoalegalrelationship,whichcontainsaforeignelement.
InthecaseoftheEuropeanUnion,theorganizationwhichseekstoestablish
auniformsystemofprivateinternationallaw,partofwhichisprivateinterna-
tionallawoflabourandsocialsecurity,expressedintheprovisionsofprimary
Communitylaw(i.e.thefreedomofmovementofcitizensoftheEU,andthe
shipmentofgoodsorservices),takesontheformofthefreedomofchoiceof
lawforregulatingindividualemploymentrelationshipsestablishedonthebasis
ofanagreementwork.Tootherthanthecontractualobligationsofpartiesto
anemploymentrelationshiportoobligationsregulatedbysocialsecuritylaw
rules,conflictoflawrulescontainedintherulesofprivateinternationallawre-
quiretheuseofdeterminantsthatallowyoutochoosethemostrelevantnational
standardsandproceduresofemploymentlaw.
