Introduction

Thesecondchapterposesapracticalcognitivequestion,whatbeneﬁtisoﬂeredby

theprofessionalmanagementofapandemic’ssystemicrisk?Inapandemic,there

isaneedforpersonalsolidarity.Intermsofthepoliticaleconomy,however,the

questionarisesastowhatcostsofsystemicriskrealizationweareﬁghtingto

minimise:socialcostsandthemaximisationofpubliceconomicgoods,private

costsandinsuranceagainstunemploymentandbusinesscontinuity,orthecostsof

guaranteeingthesupplyofpublicgoods,suchaseﬂectivevaccinesanddrugsfor

thecoronavirus?

Ourgreatesthopeisanincreaseinthesupplyofcoexistinggoods,suchaslogistics,

criticalinfrastructure,aswellasreliablemortalityandmorbiditystatistics.Theonly

eﬂectivewaytocontrolsystemicriskistochangetheday-to-dayﬁnancialmanage-

menthabitsofafamilyofthreeorevenfourgenerations.

Inthethird,empiricalchapter,aconceptualmodelofsystemicriskintheﬁnancial

sectorisusedtodescribetheCOVID-19pandemicandmeasureitssystemicrisk.

Itshowshowthecostsofapandemicarenationalisedandhowtheproﬁtsfrom

theboominmedicalproceduresareprivatised.Thisisimplementedwiththeuse

ofpublicandprivatemoneyinaconstantstruggletoshiftsomeofthecostsonto

theremainingparticipantsintheeconomicturnover.Inthissequenceofevents,

eachstepisimportant.Thepandemicoccursinacontextofinsufcienthealthcare

funding,anageingpopulation,andexcessivecompetitionbetweenﬁnancialinter-

mediaries.Theshockisthecoronavirusmortalityrateamongseniors.Ontheother

hand,themultipliersaretheﬁnancial,organisationalandemotionalconsequences

ofthepandemic,andthisconcernsthemaintenanceofconﬁdenceinpapermoney

andtrustwithinso-calledextendedfamilies.Theculminationistheemergenceof

asituationwherenationalstrategiestocombatCOVID-19areinsufcienttoensure

thesurvivalofthepopulation.

Theconclusionhighlightsthebeneﬁtsofajoint,comprehensiveconsiderationof

themanagementofanewtypeofsystemicriskinitsmedical-epidemiological,

economicandﬁnancialaspects.Inouropinion,thelanguageofsystemicriskmanage-

mentfacilitatesasufcientlygooddescriptionofthevariableandcomplexreality

oftheCOVID-19pandemic.

InthecomplexanddynamicspacetimeoftheCOVID-19pandemic,theﬁghtfor

aguaranteedincomethatcancovertheﬁxedcostsincurredbytheforcedisolation

ofcitizenscomestothefore.Concurrently,globalisationasanetworkofecono-

miesandsocietiesisinaprocessofdecomposition.Undertheseconditions,only

householdsareabletocreatejobsofanyrealvalue.Familybusinessesfocusedon

survivalhavenewdevelopmentopportunities.Theabilitytorestoreglobalorder

dependsonthequalityofeverydayﬁnancialriskmanagement.
