efficientsystemofcrisismanagementintheNorthCaucasusdonotbringthe
resultsexpectedbyKremlin,whichisevidencedbytheenduringinstability
intheregion.
ProfessorPiotrKwiatkiewiczattemptstodescribetheinvolvementofthe
elitesinthefinancialcontextoftheactsofterrorintheNorthCaucasus.He
pointsoutthatwiththeintroductionofthenewsecurityproceduresbyRus-
sianservicesthiskindofactionsbecameexpensiveanddemandinglogistic
andfinancialbackground.Accordingtotheauthor,theterrorismisfosteredby
localelites‘pursuitforpersonalgains,particularism,corruption,andexploita-
