ingonthisanalysisIwouldliketoreflectonexaminationsandcertificationlooking
atquantitativeevaluationseenfromthequalitativestandpointaswellasatqualitative
assessmentviewedfromthequantitativestance.

1.Introduction
Inanattempttoanalysetheconceptandhistoryofevaluationinordertoiden-
tifywaysoffuturedevelopment,werstneedtoselectanapproachtoreflection
whichbestservesthepurpose.Treetypesofreflectionhavebeendistinguished
byphilosophersandresearchersinthefieldofeducationonthebasisofthe
purposesitmayserve.Teseare:technicalrefectionengagedindecidingpaths
leadingtogoalachievement,practicalrefectionhelpfulinevaluatingprocess-
esandcriticalrefectionrecommendedfortheexaminationofdilemmasand
obstaclesencounteredinresearchandstudy(Habermas,1971;1984;Hatton&
Smith,1995;VanManen,1995).
Reflectioninitsstrongformcallsforsuspensionofallassumptionsasre-
quiredinphilosophybythephenomenologicalconceptofepoché(Husserl,
