Preface
Instagethreeathoroughreviewwasundertakenoftheglossariesbyexpertsastotheir
completenessandthequalityofdefinitions.Theglossarieswerethensupplementedwith
whatexpertsconsideredtobethemissingterms.Atthisstagetheworkoftheexpertsfrom
individualinternationalteamswascombined,repetitionswereremovedandthemostuniver-
saldefinitionswereselectedanddeveloped.
Instagefour,Englishlanguagespecialistsreviewedandadaptedthedefinitionstoen-
hancetheirclarityandusefulnessinteachingspecialistEnglish.
InstagefiveafinalreviewofdefinitionswasundertakenbyexpertsfromtheUKwith
aspecialfocusonthelanguageandaccuracyaspects.Asaresult,sevenmonolingualEnglish
glossarieswerecompiled,completewithtranslationsintoPolishandLithuanian.
Thetermsintheglossariesoverlaponmorethanoneoccasion,butthisisthenatural
consequenceofthemultidisciplinarynatureofPublicHealth.Asaresultofcombiningthe
sevenglossariesandremovingoverlappingterms,asinglemasterglossaryofPublicHealth
wasproduced.Translationsoftermswereeitherprovidedbyorconsultedwithexperts.The
glossarieshavebeenmadeavailableonadedicatedwebsite,accompaniedbyspecialistlearn-
ingmaterialsforEuropeanPublicHealthspecialists.
Amentionshouldalsobemadeofdictionariesandclassifications,withoutwhichthe
sphereofPublicHealthwouldnotbecomplete.Thesesourceswerenotdirectlyrelatedtoour
areaofinterestbuttheyareneverthelessveryrelevant.Theyincludee.g.theInternational
ClassificationofDiseases:9threvision(ICD-9-CM_2005),containingcommonlyadopted
namesofdiseasesandmedicalconditions,theInternationalStatisticalClassificationof
DiseasesandRelatedHealthProblems:10threvision(ICD-10),aswellastheInter-
nationalClassificationofPrimaryCare(ICPC)forprimaryhealthcareterminology,the
WHOInternationalClassificationofFunctioning,DisabilityandHealth(http://www3.
who.int/icf/onlinebrowser/icf.cfm).Likewise,theterminologyusedintheUniversalMedi-
calDeviceNomenclatureSystemthatcoversmedicalequipment,systemsandmaterials
developedbytheAmericanInstituteECRItranslatedintoanumberoflanguages,wasalso
founduseful.

Conclusions
Thereisstilltodaynorealconsensusonthescopeordefinitionofthefieldofpublichealth
acrossEurope.Differentcountriesincludeandexcludedifferentdomains.InPolandMan-
agementisakeyaspectoftheworkofthepublichealthspecialist.IntheUKitwouldbeseen
asaseparatediscipline.
ToincorporatethislevelofdiversityinthedefinitionandclassificationofPublicHealth
wehaveincludedsevendomainsordisciplines,whichcoverthewidestpossibleinterpreta-
tionofpublichealth.
ThemultidisciplinarynatureandblurredconceptualbordersofthedomainofPublic
Healthcontributetoseriousproblemsatthelexicallevel,suchasleadingtoadifferentun-
derstandingofthesametermsorshiftingsemanticfields.Theseobservationswereconfirmed
in2004byareviewofPublicHealthterminologyacross8EUcountries(France,Germany,
