aftertheendoftheSecondWorldWarthesocialandpolitical
orderhaschangedradicallybothinEuropeandalloverthe
armamentsreachesrecord-highlevelsandnewmilitaryconflicts
emerge.Thesedevelopmentsareaccompaniedwithdailymedia
newsaboutperilslurkingaroundandthenecessityofextraspend-
ingaswellaspoliticaleffortstoincreasethenationalsecurity.
AccordingtothethesisformulatedbyUrlichBeckwhostated
thatasenseofuncertainty,lackofsecurityandsensationofliving
inchaosarepermanentelementsofthesocietyofriskthesefeelings
cannotbeneutralisedwithoutstructuralchangeswithinthissocie-
ty.Theelitesofshakenpoliticalsystemsdevoidofcivilsupervision,
however,donotintendtoreducetheexistinglevelofuncertainty
andrisk.“Riskandsocialinequality,andevenriskandcontrol,risk
andauthorityaretwosidesofonecoin,”saysBeck.

media.Inthemodel“masssociety”authorityrepresentativespene-
tratevarioustypesofsocialgroupslimitingtheirindependenceand
influencingdominantsocially-recognisedopinions.Millswrotethat
