Thefollowingcharacteristicelementscanbeidentifiedintheinstitutional
structureofESM:
socialvaluesandpoliticalprinciplesformulatedinthetreatiesandconstitu-
tionsofmemberstates,whichserveasthebasisandframeworkofthesocio-
economicdevelopmentpolicy;theyincludeprimarilydemocracy,social
marketeconomy,socialprotection,solidarity,equalopportunities,partner-
ship,non-discrimination,tolerance,fundamentalhumanrightsandfreedoms;
coordinationandregulatorymechanismsgoverningtheimplementationofthe
strategicaimsofsocio-economicpolicyontheEuropeanUnionscale,partic-
ularlytheso-calledopenmethodofcoordination;
socialdialogue,freesystemofindustrialrelations,inparticularcollective
bargaining;
cooperationwithcivilsocietyorganizations,civildialogue;
extendedsystemofpublicservicesandsocialwelfareprovidedbythestate
andfullemploymentpolicy;
Europeancohesionpolicy(e.g.implementedthroughthesystemofEuropean
funds)andthepromotionoftheEuropeanSocialModelininternalrelations.
PartnershipconceptsandsolutionsinESMarediscussedinthecontextof
twokeydimensionsoftheinstitutionalmodernizationofEuropeangovernance-
democratizationandrationalization,withreferencetothemechanismsofstrate-
giccooperationbetweenEUinstitutionsandmemberstates,functioningofEu-
ropeanfunds,socialandcivildialogueandthepublicservices.
Inthetheoretical/methodologicaldimensionthediscussionondifferentas-
pectsofESMmodernizationtakestheformofdichotomy,andinterdisciplinary
confrontationofopposingviewsaswellasattemptsatapartialconvergenceof
positions.Theoppositionsrelate,amongothers,totherationalizationapproach
(representedmainlybyeconomicsciences)andthedemocratizationapproach
(representedmainlybyhumanisticsciences);economicandaxiologicalnorma-
tivism;rationalismandconstructivism(reflectivism);modernizationapproach
andpost-modernistconcepts;decisionismanddeliberativism;theoryofsystems
anddemocraticdiscourse;pro-effectivenessconceptsofmanagerialreforms
(NPM)andaradicaldemocratizationconcept(NPG,participation,networks,
partnerships).Inamoreprofoundepistemologicaldimensionmanyconcepts
referorarecharacterizedwithreferencetotheclassicaloppositionandinterac-
tionoftwosocio-practicalconceptsofthemind:objectiveandsubjective,and
instrumentalandcommunicationalrationality(inJ.Habermasinterpretation).It
isnotpossible,however,toputsomeordertothesedifferentconceptsinasim-
plelogicalscheme.
Inpromotionalcategories,ascanbeassumed,thepositiveemotionalcharge,
integrativepotentialandthegeneralpromiseofmutuallybeneficialcooperation,
retentionofautonomy,pavingthewayfortheclimateofadiscourseopento
